SUBJECT: RECOMMENDATION TO ADOPT RESOLUTION SUPPORTING THE
PROPOSED LOS ANGELES COUNTY PARK, BEACH AND
RECREATION ACT
INTRODUCTION
This report requests that the city Council adopt the attached
.
resolution supporting the proposed Los Angeles county Park, Beach
and Recreation Act.
DISCUSSION
The Mountains Recreation and Conservation Authority has requested
that the city Council adopt a resolution supporting the proposed
Los Angeles County Park, Beach and Recreation Act proposed for
.the June 1992 ballot. The Act will provide approximately $800
million in bonds to preserve, improve and restore park, beach and
open space lands, and recreation facilities throughout Los
Angeles County. The measure will also include approximately $20
million per year for a period up to twenty years to operate and
maintain these parks and recreation facilities.
This measure would further provide $120 million of per capita
funds to all cities in Los Angles County which can be sper.t on
each city's most pressing park, recreation or open space needs.
It is estimated that city would receive approximately $1,176,000.

In addition to the general categories of entitlement funds, the
Los Angeles County Park, Beach and Recreation Act will include
approximately $400 million in funds for specific projects
throughout Los Angeles County. City staff has submitted four
projects for consideration for funding in the amount of
$15,756,394. These projects are: 1) Santa Monica Beach
Improvement, which encompasses the area from the pier south to
Bay street; 2) Palisades Park Reconstruction; 3) Construction of
a storm Drain Reclamation Plant; and 4) Restoration of Santa
Monica Breakwater.
The Mountains Recreation and Conservation Authority has informed
staff that the citizen's advisory committee met the week of
November 18th to evaluate all proposals received. The
recommendations of the Committee will be forwarded to the County
Board of supervisors for their support.
In addition, they are asking each of the cities in Los Angeles
County to draft a resolution in support of this measure and to
etlcourage local park and recreation groups in each community to
support it as well.
BUDGETARY/FINANCIAL IMPACT
If approved, this measure could provide up to $l,176,OOO for
locally-designated capital improvement projects and as much as
$15,756,394 in funding for specific Santa Monica projects.
RECOMMENDATION
Staff recommends that the City Council adopt the attached

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA SUPPORTING THE LOS ANGELES
COUNTY PARK, BEACH AND RECREATION ACT OF 1992
WHEREAS, the Los Angeles County Park, Beach and
Recreation Act of 1992 would provide approximately $800 million
to preserve, improve and restore park, beach, open space lands,
senior centers and facilities, and recreation facilities; and
WHEREAS, the city council of the city of Santa Monica
finds that neighborhood and community parks and recreational
areas, sports facilities and playing fields are a vital and
necessary part of our community; and
WHEREAS, local parks and recreation facilities are in
great need of funds to improve park safety and security; and
parks in good repair provide an important and healthy alternative
to youth in our community through sports and recreation
opportunities; and
WHEREAS, this measure would help address the great need
for repair and improvements of the neighborhood and community
parks of the City of Santa Monica; and
WHEREAS, senior citizens are the fastest growing age
group in America today and we need to improve existing recreation
facilities for senior citizens throughout Los Angeles County; and
WHEREAS, the City of Santa Monica would receive
approximately $1,l76,OOO in per capita grants for our most

pressing park and recreation needs; and
WHEREAS, the city council of the City of Santa Monica
urges the Los Angeles County Board of Supervisors to place the
Los Angeles County Park, Beach and Recreation Act on the June
1992 county ballot,
Now, therefore, the city council of the city of Santa
Monica does hereby resolve as follows:
section l:
The City Councl1 of the city of Santa Monica does
hereby support the Los Angeles County Park, Beach and Recreation
Act of 1992.
Section 2:
The City Clerk shall certify to the adoption of this
Resolution, and thence force and thereafter the same shall be in
full force and effect.
