In order to comply with the provisions of AB939 which mandates refuse reduction goals of 25% by 1995 and 50% by 2000, this resolution increases recycling service for all multi-family building curbside recycling program participants from once every other week to once a week. Because of the similarities of low-density mUlti-family clusters to single-family service units, both in type of service (traditional refuse containers) and amount of refuse genera ted) , this resolution further modifies the regular trash collection schedule for residential customers in multi-family buildings who currently use individual refuse container service. The revised collection schedule will be modified from twice a week to once a week, a change which has been already successfully implemented among all single family units for the past three months. Individual refuse containers are only present in mUlti-family buildings of ten units or less. DISCUSSION In July 1991, the City implemented a conversion of refuse 6-6 - 1 - OCT 2 S 1951 - , , .. collection in single family areas to a semi- automated system. In August, 1991 Council approved the purchase of 6000 additional containers for Phase II implementation of the semi-automated collection system in low density multi-family units (ten units or less) . Implementation of semi-automated once per week collection for all multi-family customers currently on individual refuse container service is now scheduled to begin November 4, 1991- This change to semi-automated once per week collection is concurrent with the siting of "mini-recycling" zones within various individual mUlti-family complexes. These mini-recycling zones consist of three 68 gallon containers for recycling glass, metal, plastic, and newspaper which are located adj acent to the City trash bin or container. Residents of larger mUlti-family buildings continue to have available approximately 100 recycling drop off zones located throughout the City. The proposed change in collection frequency for regular refuse collection will allow the City to fully realize safety factors and efficiencies associated with automated operation as well as to meet important environmental goals related to integrated solid waste management. Specifically, the change in collection frequency lays the ground work for present and future source reduction efforts. Source reduction is an important component of the City's AB939 Source Reduction and Recycling Element. In November 1989, the City adopted an ordinance dealing with Refuse Service and Collection. This ordinance sets forth that the Director of General Services is authorized to establish refuse collection routes and to collect refuse on such days of - 2 - , I ~ the week and at such hours of the day as deemed necessary. The ordinance states, however, that any change in the frequency of collection must be changed by resolution of the city council. The Solid Waste Division has notified all affected customers about the proposed schedule changes which will be effective November 4, 1991 through various direct outreach and pUblic education efforts such as direct mail to property owners and brochures hung on the doors of each individual dwelling unit in the affected buildings. The distribution of the new semi-automated collection containers will be completed by November I, 1991. FINANCIAL/BUDGET IMPACT There is no fiscal or budget impact associated with the adoption of this resolution since the Adopted FY1991-92 Budget already reflects all anticipated fiscal impacts from these schedule changes. RECOMMENDATION It is recommended that the City Council: 1. Adopt the attached resolution modifying the frequency of service for refuse collection. Prepared by: stanley E.
