SUBJECT: Request for city council to Authorize the City Manager
to Increase the Contract Amount with Kennedy/Jenks/
chilton, Consulting Engineers, to Provide Construction
Management Support Services for the Arcadia Water
Treatment Plant Expansion project by $90,000
Introduction
This report recommends that the City Council authorize the City
Manager to increase the contract amount with
Kennedy/Jenks/Chilton (KJC) by $90,000 to provide additional
construction management support services during the construction
and start-up of the Arcadia Water Treatment Plant Expansion
project.
Backqround
The City's program to expand the Arcadia Water Treatment Plant
will increase present treatment capaclty from 6 million gallons
per day to 10 mlllion gallons per day through the construction of
an aeration treatment process that removes trichlorethylene
(TeE) . This treatment process will enable the city to reactivate
wells which were closed when the City determined that the water
in the wells had higher than acceptable levels of TCE.
To accomplish this project, the City Engineer's staff has been
augmented by KJC who has the necessary expertise to review
submittals and shop drawings, and mOTIltor the construction and
lnstallation of various technologically sophisticated systems.

The consultant will also monitor plant start-up and testing. The
contract for providing construction management support services
was originally awarded to KJC ln the amount of $150,000 on
December 12, 1990 and was for a nine month period.
Discussion
Subsequent to the start of construction on this project, it
became clear that the level of involvement required by the
consultant to assist the City in effectively administering the
construction and start-up phase of this project needed to be
significantly increased. One of the primary reasons for this
increased level of involvment by the consultant was the death of
one of the city's senior civil Engineers who was the manager of
the treatment plant expansion program.

In addition, the uniqueness of the design and the fact that
nearly 30 percent of the Contractor's submittals required
resubmlttal has resulted In a level of effort by the consultant
beyond what was originally antlcipated. Also, the continued
availability and use of the technical expertise provided by the
consultant has been important in controlling change order costs,
which have been kept to a bare minimum to date and has served to
mitigate any potentlal scheduling problems and/or contractor
claims.
Budqet/Financial Impact
Funds for increasing the contract to KJC in the amount of
$90,000.00 are available in Account No.
25-760-671-20092-8900-99135, "Water Well Development II .

Recommendations
It is recommended that the city Council:
1. Authorize the City Manager to increase the original the
contract amount with Kennedy/Jenks/Chilton, Consulting
Engineers and Scientists, by $90,000 to provide additional
construction management support services for the Arcadia
Water Treatment Plant Expansion project.
