These specifications cannot be waived, therefore the bid of Owen Pacific was disqualified. The lowest responslve bid is from, J. Cab & Sons Roofing, whose bid is higher than the city Englneer's orlginal estimate. J. Cab & Sons Roofing's bid includes approximately $70,000 for HVAC platforms and "crickets" (built up plywood sheathing) which wlll provide better drainage on the extremely flat roof surfaces. The city's roofing consultant has strongly recommended that these enhancements be included in the bid package and City staff concur. - 2 - The city Attorney's office reviewed the bid of Owen Pacific's and has ruled that it 1S in substantial non-compliance with the bid documents. The lowest responsible bidder, J. Cab & Sons Roofing, Inc. supplied the City with three references. All references reported that the contractor's work was satisfactory.
