SUBJECT: Authorize the city Manager to Award a Contract to
Install New Roofs at the Santa Monica Police Building
to the Lowest Respons1ble Bidder
Introduction
This report recommends that the city council authorize the City
Manager to award a contract to install new roofs at the Santa
Monica Police Building, to J. Cab & Sons Roofing, Inc. , the
lowest responsible bidder, in the amount of $161,097.00.
Background
Durlng the 1990-91 budget process, the City Council approved
funding to install new roofs at the Santa Monica Police Building.
Funds were approved to remove and replace the badly deteriorated
roofs at the Police Building. Plans and specifications were
prepared by city Staff. The roof was last worked on in 1989 at a
cost of approximately $29,000. These repairs were made at
various areas of the roof which are not included in this project.
A Notice Inviting Bids was published on April 8 and 9, 1991 in
the Evening Outlook, and four construction journals, and was sent
to eight WMBE assoclations. Plans and specifications were issued
to 13 contractors. Blds were recelved and read publicly on May
14, 1991, by the Deputy City Clerk. 6

Seven bids were received as follows:

*The low bid, submitted by Owen Pacific was not responsive
because it took exception to certain provisions of the
specifications relating to flashings, crickets (built-up roof
decking) , mechanical equipment stands, types of roofing
materials, conditions pertaining to change orders and City policy
concerning arbitration dispute resolution. These specifications
cannot be waived, therefore the bid of Owen Pacific was
disqualified.
The lowest responslve bid is from, J. Cab & Sons Roofing, whose
bid is higher than the city Englneer's orlginal estimate. J. Cab
& Sons Roofing's bid includes approximately $70,000 for HVAC
platforms and "crickets" (built up plywood sheathing) which wlll
provide better drainage on the extremely flat roof surfaces. The
city's roofing consultant has strongly recommended that these
enhancements be included in the bid package and City staff
concur.

The city Attorney's office reviewed the bid of Owen Pacific's and
has ruled that it 1S in substantial non-compliance with the bid
documents.
The lowest responsible bidder, J. Cab & Sons Roofing, Inc.
supplied the City with three references. All references reported
that the contractor's work was satisfactory.

Recommendation
It is recommended that the city Council:
1- Author~ze the City Manager to award a contract to install
new roofs at the Santa Monica Police Building, to J. Cab &
Sons Roofing, Inc. , the lowest responslve bidder, in the
amount of $161,097.00 and
2. Authorize the City Engineer to issue any necessary change
orders to complete additional work in conformance with the
Administrative Instruction on change orders.
