", -' ; ':191 ~uh ; .-, q LUTM:PB:RF:db:FUEL:TRAF:GENSERV Santa Monica, CalifornIa ~ Council Meeting, August 13, 1991 To: Mayor and City Council From: city staff Subject: Recommendation to Adopt a Resolution to Authorize the city Manager to Apply for a Grant Under the Fuel Efficient Traffic Signal Management Program (FETSIM) Through the California Department of Transportation (Caltrans) Introduction This report requests the city Council adopt the attached resolution which authorizes the city Manager to apply to Caltrans for a grant for $27,000.00 which will be used for the improvement of the signal timing in the mid-city street network (11th street, 14th street, 17th street and 20th street between Pica Boulevard and Wilshire Boulevard) . Background Each year grant monies are made available from Caltrans for traffic signal management programs, specifically the development of improved signal timing. Staff has submitted an application and received preliminary approval for a proj ect for the streets listed above. The attached resolution must be adopted by City Council in order for the city Manager to be empowered to sign grant agreements. 6-~ - 1 - ,ill/'"' 1 ') 'rr, 't r- J ~ . - .,J . , Fiscal/Financial Impact An application has been submitted to FETSIM (Fuel Efficient Traffic Signal Management Program), FY91/92 for $27,000.00 Upon approval of the grant funds, budget revenue account 20-210-415-00000-0489-10000 should be revised to reflect $27,000.00 and funds in the amount of $27,000.00 should be appropriated to account 20-770-416-20092-8900-99336. Total Project Cost: $36,000.00 state Share (Grant) : $27,000.00 Local Share (General Fund): $ 9,000.00* *Currently budgeted staff salaries and materials. Recommendation It is recommended that city Council: a) Adopt the attached resolution which authorizes the City Manager to apply for $27,000.00 of FETSIM funds for the improvement of signal timing on 11th, 14th, 17th and 20th Streets between pico and Wilshire Boulevards. b) Upon grant approval, revise the budget revenue account 20-210-415-00000-0489-10000 to reflect an increase of $27,000.00 and appropriate $27,000.00 to account number 20-770-416-20092-8900-99336. prepared by: Paul Berlant, Director of Land Use & Transportation Management Ron Fuchiwaki, City Parking & Traffic Engineer Jamal Rahimi, Senior Traffic Engineer Attachment: Resolut~on - 2 - . . -oc RESOLUTION NO. 8270(CCS) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA AUTHORIZING FUEL EFFICIENT TRAFFIC SIGNAL MANAGEMENT PROGRAM GRANT APPLICATION WHEREAS, the City of Santa Monica recognizes that it is in the interest of the national economy to promote the conservation of energy resources and to reduce our nation's dependence on costly foreign oil; and WHEREAS, fuel efficient traffic signal management by the City of Santa Monica will provide benefits to the local community in the form of improved traffic flow, reduced fuel consumption, reduced vehicle operating costs, reduced air pollutant emissions, and improved safety due to smoother flow; and WHEREAS, funds have been established and are available through the California Department of Transportation for grants to local governments for efficient traffic signal management projects, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. The City Manager is authorized to submit an application to the California Department of Transportation for a Fuel Efficient Traffic Signal Management grant, and the City Manager may execute in the name of the City of Santa Monica all necessary applications, contracts and agreements to implement and carry out the purposes specified in this Resolution. - 3 - f . . .-- SECTION 2.
