SUBJECT': Recommendation to Avlard Bid to Furnish and Deliver
Ten (10) Low-Emission Transit Coaches for the Santa
Monica Municipal Bus Lines, Bid #2360
Introduction
This report concerns award of bid to furnish and deliver ten (10)
low-emission transit coaches for the Santa Monica Municipal Bus
Lines in the total amount of $2,115,490.00, plus applicable sales
tax.
Background
In response to published Notices Inviting Bids (published May 17
and 20, 1991) to furnish and deliver ten (10) low-emission
transit coaches in accordance with City specifications, bids were
received and publicly opened and read on July 8, 1991. Proposal
forms were mailed to eight vendors and notices were advertised in
accordance with City Charter and Municipal Code provisions.
As part of the bid process, tvlO potential bidders requested
changes in the bid specifications, TMeI,
Inc.
and Flyer
Industries,
Ltd.
Staff studied these requests based on
operations and maintenance needs.
The specifications were
modified based on this analysis. A maj ority of requests from
both manufacturers were approved. Among those denied Flyer were

requests to:
1) reduce seating capacity by
six
seats;
2) increase the \.....eight above the maximum listed in the
specifications~ 3) to increase the maximum exterior noise level
all owab1 e by 3 dB ~ and 4) to change required del i very from 180
days to 300 days.
One proposal was received from TMCI, Inc. Apparently Flyer chose
not to meet the City's specification[ as modified. The one bid
is as follows:

Low-Emission Requirements
The buses will come equipped with automatic engine exhaust
particulate trap systems.
The system is designed to collect
particulate emissions (i. e., smoke) from the engine in a trap
that regenerates itself by oxidizing the particles.
Tests
indicate that the system reduces particulate emissions by over
85%. In addition[ nitrous oxides will also be below the latest
state and Federal
emission standards.
As a matter of
information, diesel engines emit less hydrocarbons and carbon
monoxide than other types of engines. Carbon monoxide emissions

will be about one-sixth the Environmental Protection Agency (EPA)
standard, while hydrocarbons will be about half the EPA limit.
Because converting to an alternate fuel requires a large capital
investment in facilities, equipment and training, the County
Transportation Commission (LACTC) has established a policy to
fund only trap engine technology to meet emission standards,
until the final results of SCRTD's demonstrations with Methanol
and CNG are known.
staff has evaluated the 10\" bid and finds that it meets City
specifications.
BUdget/Financial Impact
Funds in the amount of $2,700,000 have been appropriated for the
purchase of buses at account number 41-750-657-20091-8931-99194.
Funds in this account must also be used to pay applicable use
taxes, purchase inspection services during production, and costs
such as installation of radios and fareboxes which are necessary
to put the buses into service.
Recommendation
It is recommended that the award of Bid #2360 be made to TMCI,
Inc. in the total amount of $2,115,490.00, plus applicable tax,
as the lowest and best bidder.
