COUNCIL MEETING: July 23, 1991 Santa Monica, California TO: Mayor and City Council FROM: city staff SUBJECT: Resolution Extending the Time Period for Exercising a Certificate of Appropriateness Permitting the Remodel and Renovation of the Existing Billiard Building at 250-256-258 Santa Monica Pier. INTRODUCTION This report recommends that the City council extend by resolution the time period for exercising the Certificate of Appropriateness permitting the remodel and renovation of the existing Billiard Building at 250-256-258 Santa Monica Pier. Pursuant to Section 96l2I of the Santa Monica Municipal Code, this approved Certificate of Appropriateness will expire on August 4, 1991 if it is not extended by the City Council. The City Council Resolution is contained in Attachment A. BACKGROUND The Landmarks Commission initially approved this Certificate of Appropriateness application in August 1990. The project involves the renovation of the Billiard Building, a historic building constructed on the pier in 1923. As stipulated in the Landmarks Ordinance, a Certificate of Appropriateness approval expires within 180 days unless the 6 L - 1 - ti! . 2 3 1991 "-..; '~.- > , ~ authorized work has begun. Due to unanticipated construction delays, the Pier Restoration Corporation (PRC) was unable to begin work on the project within the specified time period. Therefore, upon the recommendation of the Landmarks commission, on January 22, 1991 the City Council approved Resolution 8163 (CCS) to extend the Certificate approval for the maximum permitted 180 days. This extension is now due to expire on August 4, 1991. Project construction cannot begin until early fall 1991, after the close of the summer season. Therefore, to avoid expiration of the permit the City Council must extend by resolution this Certificate of Appropriateness permit. BUDGET/FINANCIAL IMPACT The recommendation presented in this report does not have a budget or fiscal impact. RECOMMENDATION It is recommended that the City Council extend by resolution this Certificate of Appropriateness permit for the maximum permitted 180 additional days. Resolution Extending the certificate of Appropriateness Approval. w/bilresol - 3 - I , ... f RESOLUTION NO. 8 2 6 2 ( CCS ) (City council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA EXTENDING THE TIME PERIOD FOR EXERCISING A CERTIFICATE OF APPROPRIATNESS PERMITING THE REDMODEL AND RENOVATION OF THE BILLIARD BUILDING LOCATED AT 250-256-258 SANTA MONICA PIER WHEREAS, a Certificate of Appropriateness application was filed requesting the remodel and renovation of the existing Billiard Building on the Santa Monica Pier on February 15, 1990; WHEREAS, the Landmarks Commission, following a public hearing, conceptually approved the requested certificate of Appropriateness on March 8, 1990; WHEREAS, the Landmarks commission, following a public hearing, issued a final approval for the requested Certificate of Appropriateness on August 9, 1990; WHEREAS, the City council approved Resolution 8163 (CCS) granting a 180 day extension for this certificate of Appropriateness on January 22, 1991; WHEREAS, pursuant to Santa Monica Municipal Code Section 96121, this Certificate of Appropriateness shall expire if the work authorized in not commenced within 180 days of the extension; - 1 - , '" WHEREAS, this Certificate of Appropriateness shall expire on August 41 1991 unless otherwise extended; WHEREAS, the Landmarks Commission has recommeded that the City council adopt a resolution extending this Certificate of Appropriatness for the maximum permitted 180 days. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City council has reviewed the Landmarks Commission's recommedation and extends this Certificate of Appropriateness permit for an additional 180 days. SECTION 3.
