SUBJECT: Authorization of city Manager to Execute an Agreement
with the Los Angeles County Transportation Commission
to share in Cost of an Exposition Right-of-Way Prelimi-
nary Planning Study

This memo recommends that the city Council authorize the City
Manager to enter into an agreement with the Los Angeles County
Transportation Commission (LACTC) whereby the City will share in
the cost of the "Exposition Right-of-Way" Preliminary Planning
study". The City's share will be $60,000. The total study cost
will be $200,000.
BACKGROUND
As the council knows, the City has been working with the LACTC in
developing the Exposition right-of-way with the light rail sys-
tem. City staff has participated in a variety of efforts includ-
ing preparation of the scope of work and selection of a consul-
tant for a preliminary planning study of the right-of-way. This
study will examine the feasibility of alternative transit uses
for the right-of-way including Light Rail, Trolley Bus and Tran-
sit way. Interim uses will also be examined. The study will
analyze the interface of the Exposition line with a connection to

downto,"ln Los Angeles and service to downtown Santa Monica; ex-
amine station/stop locations along the entire right-of-way,
travel times and capitol and operating costs of the alternatives;
traffic implications of transit use of the right-of-way; and
present a comparison of the transportation alternatives con-
sidered. The study will also look at two modifications to the
right of way which are designed to avoid potential adverse im-
pacts to residential neighborhoods. The final report will in-
clude identification of potential environmental impacts which
will later serve as the basis for the scope of an EIR for transit
development of the right-of-way. city staff will participate on
a technical review committee monitoring the consultant's work.
The study which is about to begin is the first step in the plan-
ning of a transit system along the Exposition corridor. The
LACTC will soon be asked to fund other such studies of other po-
tential transit systems in Los Angeles County. As the LACTC con-
siders the proposed 30 year Integrated Transportation Study it is
important that the Exposition right-of-way studies begin as soon
as possible. It is only in this manner that the City's efforts
in moving forward with a light rail system will advance prior to
the other competing corridors.
BUDGET/FINANCIAL IMPACTS
The City Council has budgeted funds in account number 20-710-631-
29392-8910-99224 for light rail studies in FY 1991-92. There-
fore, funds are available to cover the proposed expenditure in
partnership with the LACTC.

R~COMMENDATION
It is recommended that the city Council authorize the City Man-
ager to execute an agreement with the LACTC to share in the cost
of a Exposition Right-of-~'1ay Preliminary Planning study in the
amount of $60,000.
