SR-6-M (59) ... 6-~ .IUI 9 1991 Santa Monica, Ca11~ornia CRS:BFM:DM:sr2 city Council Meeting: July 9,1991 STAFF REPORT DATE: Mayor and city Council TO: City Staff SUBJECT: RECOMMENDATION TO APPROVE ALTERNATE PARADE ROUTE INTRODUCTION The City's Event Management Team has received a request from the International society for Krishna Consciousness (ISKCON) to conduct a parade on a route other than the City's authorized parade route (SMMC Section 4241). The following report outlines this event request with requirements as established by the city's Event Management Team, and recommends City Council approval of the alternate parade route as requested. BACKGROUND On Apirl 30, 1991, the city's Event Management Team reviewed a request by ISKCON to conduct its 15th annual Festival of the Chariots Parade on Sunday, July 28, 1991 at 11:00 a.m. Their staging area would be the beach parking lot at the western terminus of Bay Street with the parade proceeding south from that point, along the beach bikepath, from Bay Street to the southernmost city limits. 6-/VJ - 1 - JUL 9 1991 ISKCON has conducted this parade for fourteen years and has always fully cooperated with the city and any recommendations, deposits and necessary fees and/or other payment requirements. BUDGET/FINANCIAL IMPACT There is no financial impact. ISKCON will pay all costs associated with this event. RECOMMENDATION staff recommends that the City Council approve the following: 1. The parade date of Sunday, July 28, 1991; 2. The parade route beginning in the beach parking lot at the westernmost terminus of Bay Street and proceeding south on the bike path to the southernmost City limits; 3 That ISKCON pay all attendant costs, including hiring of pOlice officers and crowd control, on or before Friday, July 19, 1991, at 5:00 p.m. Prepared by: Barbara Franklin-Moran Director, Cultural and Recreation services Susann Sax Acting Administrative Recreation services Analyst, Cultural and sr2 - 2 - " CARS: BFM: sr3 Santa Monica, California City Council Meeting: July 9, 1991 RESOLUTION NO. 8257(CCS) (City council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA AUTHORIZING THE HOLDING OF A PARADE ON JULY 28, 1991, ON A ROUTE OTHER THAN THE OFFICIAL CITY PARADE ROUTE WHEREAS, pursuant to Section 4241 of the Santa Monica Municipal Code, the City Council may authorize a parade route as set forth herein, NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. That on July 28, 1991, between the hours of 9:30 a.m. and 12:00 noon, participants in the Festival of the Chariots Parade are authorized to conduct a parade along the following route: The parade will start in Santa Monica in the beach parking lot at the western terminus of Bay street and proceed south on the bike path to the Santa Monica City limits. SECTION 2. permission to conduct the parade is granted upon the following conditions: a. Parade units will be brought to the staging area, the beach parking lot at the western terminus of Bay Street, prior to 9:30 a.m., Sunday, July 28, 1991. - 1 - " b. The International Society for Krishna Consciousness (ISKCON) shall: 1. Pay a clean up deposit of One Thousand Dollars ($1,000) prior to obtaining a permit for bikepath and parking lot cleaning. 2. Provide insurance coverage in the amount of One Million Dollars ($1,000,000) per individual occurrence naming the City of Santa Monica as additional insured using the following language: "The City of Santa Monica 1 its City Council, boards and commissions, officers, agents, employees and volunteers shall be named as additional insured." 3. Pay for the necessary number of police officers, as recommended by the Santa Monica Pol ice Department for crowd and traffic control along the parade route. 4. Arrange and pay for access and use of the beach parking lot located at the western terminus of Bay street, and access and use of the bikepath at the beach parking lot. 5. The event shall be approved by the City of Los Angeles. SECTION 3 . - The City Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect. APPROVED AS TO FORM: ..... ......."-- ~~-..
