In order to comply with the impending mandates of AB939, the resolution increases recycling service for all curbside recycling program participants from once every other week to once a week. To further meet AB939 source reduction requirements, the resolution modifies the regular trash collection schedule for those residential customers with individual refuse container service, from twice a week to once a week. DISCUSSION In May 1989, the City council approved the conversion of refuse collection in single family areas to an automated system. Over the past two years, as City staff evaluated various automated collection systems it became clear that a semi-automated rather . than a fully automated system would work best for Santa Monica. The difference between a fully automated and a semi-automated truck design is that, with a semi-automated vehicle, the trash container is emptied from the rear of the truck rather than from the side. 1 6-~ jUL ::J J99l This requires that the containers be rolled to the back of the truck by the sanitation collectors in order to be emptied, but it also means that problems with parked vehicles preventing direct access to the containers in parkway are minimized. Implementation of semi-automated collection for all single family and some multi-family customers is scheduled to begin on July 22nd, 1991. This change to semi-automated collection is proposed to be concurrent with an increase in recycling collection to once per week. Therefore recycling and regular trash collection will occur once per week (all on the same day of the week). Curbside recycling collection currently occurs once every other week and regular trash collection in single family zones currently occurs twice per week. The proposed change in collection frequency for recyclables and regular trash will allow the City to meet important environmental goals related to integrated solid waste management. Specifically, the change in recycling collection frequency enables the City to increase curbside recycling service by 100%, and the change to once per week semi-automated trash collection lays the ground work for future source reduction efforts. Each of these goals will be an important component of the City'S AB939 Source Reduction and Recycling Element. In November 1989, the City adopted an ordinance dealing with Refuse 2 Service and Collection. This ordinance sets forth that the Director of General Services is authorized to establish refuse collection routes and to collect refuse on such days of the week and at such hours of the day as deemed necessary. The ordinance states, however, that any change in the frequency of collection must be changed by resolution of the City council. In order to expand and enhance the city's solid waste source reduction and recycling efforts, staff is recommending that the frequency of curbside recycling collection be increased 100% to once per week from the current once every other week. It is also recolnIl'lended that regular trash collection for residential customers who currently have individual container service (mostly single- family households) be changed to once a week from the current twice a week. This change in collection frequency will allow the City to provide semi-automated trash collection to all of these residential customers while at the same time expanding the frequency of their curbside recycling collection. These changes in collection frequency will keep Santa Monica in the forefront of innovative solid waste reduction policies. These schedule changes are proposed for implementation beginning July 22, 1991. The Solid Waste Division has notified all affected customers about these proposed schedule changes through various direct outreach and public education efforts. The distribution of the new semi-automated cOllection containers to customers will be 3 completed by July 22, 1991. BUDGET/FISCAL IMPACT There is no fiscal or budget impact associated with the adoption of this resolution since the Adopted FY1991-92 Budget already reflects all anticipated fiscal impacts from these schedule changes. RECOMMENDATION It is recommended that the city Council: 1. Adopt the attached resolution modifying the frequency of service for refuse and recycling collection. RESOLUTION NUMBER 8256(CCS} (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA ESTABLISHING A REFUSE AND RECYCLING SERVICE COLLECTION SCHEDULE FOR SINGLE FAMILY DISTRICTS WHEREAS, the City council of the City of Santa Moncia has enacted an ordinance enabling the Director of General Services to establish refuse service and collection routes on such days of the week and at such hours of the day as deemed necessary to serve the best interests of the cityj and WHEREAS, the city has determined that in order to meet solid waste source reduction and diversion as mandated by the State a new refuse and recycling program must be developed; and WHEREAS, the city has developed a progresslve refuse and recycling management program for single family dlstrlcts Which includes the implementation of semi-automated collectionj and WHEREAS, the revision of the current schedule for regular refuse collection from twice a week to once a week and for recycling collection from once every other week to once a week service will enhance the so11d waste source reduction and diversion goals for the City, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. City collection of regular refuse and City collection of recyclables in single fam1ly districts shall occur once a week. . SECTION 2.
