SR-6-J (74) , ~~ , 6 -j GS:SES:FJS:JSH:srmwdwb.genserv c l'~ ,9 1991 Council Meeting: July 9, 1991 Santa Monica, a 1. nla '1'0: Mayor and City Council From: City Staff Subject: Recommendation to Authorize the City Manager to Negotiate and Execute a Contract with the Metropolitan Water District and the West Basin Metropolitan Water District for a Joint Groundwater Study of the Santa Monica Sub-basin Introduction This report requests that City Council authorize the city Manager to negotiate and execute a contract with the West Basin Metropolitan Water District and the Metropolitan Water District for funding of the joint groundwater study of the Santa Monica Sub-basin. Background Local groundwater currently provides approximately 40 percent of the City's water supply and the remaining 60 percent is purchased from the Metropolitan Water District (11HD) . The Santa Monica Sub-basin provides approximately 10% of the City's local groundwater. On January 22, 1991, staff recommended that the city proceed to immediately with a groundwater study of Santa Monica sub-basin to determine the level of contamination and the safe annual yield since several other agencies were investigating drilling wells and the water rights to the Sub-basin have not been legally established. Staff recommended that Kennedy/Jenks/Chilton be retained to perform the Santa Monica Sub-basin study. Based on - 1 - 6-J JUl 9 199\ .- - staff's recommendations, city council authorized the city Manager to negotiate and execute a professional services contract with Kennedy/Jenks/Chilton and appropriated $100,000 to Account No. 25-760-671-24590-8927-99205 for the Santa Monica Sub-basin study. Both MWD and WBMl'iTD indicated that they \vished to participate financially in the Santa Monica Sub-basin project but were unable to commit funds at that time. . MWD and WBMWD are now ready to proceed with their funding support for the joint groundwater study. ffi'iTD will fund 50 percent of the project ($50,000) with WBffi1D and Santa Monica funding 25 percent each ($25,000) . BUdget/Financial Impact The cost of the study is estimated to be $100,000. MWD will fund 50 percent. The city of Santa Monica and WBMWD, as member agencies of ffivD, will fund 25 percent each. The breakdown is as follovlS: Metropolitan Water District $ 50,000 West Basin Metropolitan Water District 25,000 City of Santa Monica 25,000 TOTAL $100,000 The City currently has $100,000 budgeted at Account No. 25-760-671-24590-8927-99205 for this project. mvD's and WBMWD's contributions for a total of $75,000 will be received as revenue in Account No. 25-500-671-00000-0467-10000 in FY 1991-92.
