SUBJECT: Recommendation to Allocate Additional Funds for
Repair of Existing Buildings at 415 Pacific Coast Highway
Introduction
This report requests that the City council allocate an additional
$50,000 to complete the repair of existing buildings at 415 Pacific
Coast Highway.
Background
On April 23, 1991, the City Council approved funds for the award of
the repair of existing buildings at the old Sand and Sea Club at
415 Pacific Coast Highway to C.R. Moore, Inc., general contractor.
This plan included implementation of Title 24 Handicap Accessibi-
lity Code; Health Department requirements per the initial list of
health code violations submitted to the previous management of the
club, and miscellaneous repair work. The project improvement costs
were minimized due in part to the tentative nature of the Club's
future use.
Subsequent to approval of the construction contract, several items
arose that have increased the costs of this project. The Health
Department added numerous items to their previous violation list.
The facility has been closed for over 90 days, and the Health
Department has requested several major additions and revisions to

the Kitchen and other areas. In the dining and kitchen facilities,
the Health Department has now required a separate Employee Change
Room, an additional Toilet Room, a Janitor's closet, and
miscellaneous additional equipment.
In addition, during demolition, portions of flooring and wall studs
were found to be dry rotted, deteriorating, and will require
reconstruction. Also, staff determined that if operation of the
facility is to continue through the winter season, a fully opera-
tional heating system must be installed.

Funds for the additional contingencies are available in the
following accounts: 11-400-522-43020-3322-00000, $25,000; and 11-
400-522-43020-6623-00000, $25,000.

Recommendations
It is recommended that the city council:
1. Allocate additional funds in the amount of $50,000.00 for
repair of existing buildings at 415 Pacific Coast Highway
and
2. Authorize the City Engineer to issue any necessary change
orders and complete additional work in conformance with the
Administrative Instruction on change orders.
