SR-6-Z (3) . · 6-2-- jUM 1 S b~1 Santa Monica, California GS:SES:LR:jam/CC1273.word.engine Council Meeting: June 18, 1991 TO: Mayor and City Council FROM: City staff SUBJECT: Recommendation to Award a Contract for the Construction of Ocean Park Boulevard Parkways Landscaping at Ocean Park Boulevard Between Second Street and Highland Avenue Introduction This report requests the City Council award a contract for the construction of Ocean Park Boulevard Parkways Landscaping at Ocean Park Boulevard between Second street and Highland Avenue to Landscape West, Inc. the lowest responsible bidder, in the amount of $75,515.00. Background The Ci ty council approved the convers ion of seven (7) vacant parcels on Ocean Park Boulevard into landscaped parkways that would buffer the residential area from vehicular and pedestrian traffic. Staff hired an architect and held community meetings to obtain neighborhood input on the parkway design. A landscape design workshop was held on October 20, 1990. During the workshop, each site was visited so that individual characteristics and potentlal landscaping problems could be addressed and incorporated into the design. The theme of the parkway design is a depiction of the history of plant materials and gardens in the Southern California region. 6-2- - 1 - JUN 1 b i~~j . . The landscape design of each lot will beautify the parcels by removing weeds, and bringing a sense of uniformity to parcels. It will incorporate plantings, trees and ground cover that are drought resistant (xeriscape), require minimal maintenance and will be watered by low flow sprinkler systems to conserve water. To minimize use of water needed to establish the planting on this project, the Contractor will not plant any materials until Fall 1991. The Recreation and Parks commission held a public hearing on December 13, 1990 where they reviewed and approved the landscape design of each parcel. The residents are highly supportlve of this project and would like it to be implemented as soon as possible. Their comments and recommendations were incorporated into the final plans. Plans were also submitted to the Landmarks Commission for review and comment. A Notice Inviting Bids was published on May 2 and 3, 1991 in the Evening Outlook and in four construction journals. Bidding packages were requested by 13 contractors and were also forwarded to eight WMBE associations. Bids were received and read publicly on June 3, 1991 by the Deputy c~ty Clerk. Liquid Flow Engineering Executive Landscape Cant. $ 89,790.00 $ 96,192.00 City Engineer's Estimate $ 80,000.00 The low bidder, Landscape West, Inc., supplied the city with three references. All reported that the contractor's work was satisfactory. Recommendations It is recommended that the City Council: 1. Award a contract for the construction of Ocean Park Boulevard Parkways Landscaping at Ocean Park Boulevard between Second Street and Highland Avenue to Landscape West, Inc., the lowest responsible bidder, in the amount of $75,515.00; and - 3 - . . 2.
