SUBJECT: Recommendation to Adopt Resolution Waiving
Administrative Planning, and certificate of
Appropriateness Fees for Designated city Landmarks and
structures Identified as contributing to Designated
Historic Districts.
INTRODUCTION
This report recommends the adoption of a resolution vlaiving
administrative planning and Certificate of Appropriateness fees
for designated city landmarks and structures identified as
contributing to designated historic districts. These fees are to
be eliminated pursuant to Ordinance 1590 (CCS) which amended
Chapter 6 of Article IX of the Santa Monica Municipal Code
relating to landmarks and historic districts and established
incentives for the preservation of historic structures. These
incentives included the waiving of specified permit and
processing fees.
BACKGROUND
On July 23, 1991 the city council adopted Ordinance 1590 (CCS)
which amended the City's Landmarks and Historic Districts
ordinance and established a number of incentives for the
preservation of designated historic structures. Vocal community

concern regarding the preservation of historic structures, as
well as the Council's action on this ordinance, demonstrates that
historic structures are a valued resource in the city and
contribute significantly to Santa Monica's cultural identity.
The adoption of preservation incentives recognizes that, while
the preservation and restoration of historic structures is highly
desirable from a community wide perspective, it can be both
costly and time consuming for the property owner. The incentives
serve to counter this and to encourage the on-going preservation
of historic structures in the Santa Monica.
Among the incentives included in the ordinance was the
elimination of the fees charged by the Planning and Zoning
Division for the processing of Administrative Approval
applications and certificate of Appropriateness applications for
landmark buildings or contributing structures in a historic
district. Administrative Approval applications are typically
filed for the review of small additions to existing structures.
The fee charged for this application is $250.00 for minor
projects and $350.00 for major projects.
Fees for Certificate of Appropriateness applications which
involve the alteration, restoration, or construction of or to a
designated historic structure will be waived. The fee amount for
this application is $350.00 for minor work such as signage or a
small building addition, and $550.00 for a major building
rehabilitation. However, certificate of Appropriateness

applications for the removal, relocation, or demolition of a
designated historic structure will continue to require the
applicable processing fees.
BUDGET/FINANCIAL IMPACT
The recommendation presented in this report would have a minimal
budget or fiscal impact. During 1990, a total of 8 Certificate
of Appropriateness application were filed, more than any year in
the last 5 years. Of these, all but one were for projects
located on the Santa Monica Pier. since the City was the
applicant for these projects, the filing fee was waived. Three
Administrative Approval applications were processed for landmark
structures, all of which were, again, for Santa Monica Pier
projects where the fee was waived. Eight building permit
applications were processed for landmark structures, of which all
but one were Santa Monica pier projects. Therefore, the loss in
revenues from this change are not expected to be significant.
RECOMMENDATION
It is recommended that the City council adopt the attached
resolution waiving building permit, administrative planning and
certificate of Appropriateness fees for the alteration,
restoration, or construction of or to designated landmarks and
structures identified as contributing to designated histo-ric
districts.

A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SANTA MONICA TO WAIVE
CERTIFICATE OF APPROPRIATENESS, AND
ADMINISTRATIVE PLANNING FEES FOR
DESIGNATED LANDMARKS AND CONTRIBUTING STRUCTURES
WITHIN DESIGNATED HISTORIC DISTRICTS
WHEREAS, on September 25, 1990 the City Council directed
staff to amend the Santa Monica Municipal Code to waive
Certificate of Appropriateness, and administrative planning fees
for designated landmarks and contributing structures within
designated historic districts; and
WHEREAS, it was determined that the elimination of these
permit fees was an appropriate incentive in exchange for the
preservation of historic structures that contribute to the city's
cultural heritage; and
WHEREAS, on July 23, 1991 the City Council adopted Ordinance
NUmber 1590 (CCS) amending Chapter 6 of Article IX of the Santa
t10nica Municipal Code relating to Landmarks and Historic
Districts to waive Certificate of Appropriateness, and
administrative planning fees for designated landmark structures
and contributing structures within designated historic districts;
and

WHEREAS, Municipal Code Section 9210 authorizes the setting
of fees by resolution,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES ORDAIN AS FOLLOWS:
SECTION 1- Pursuant to Municipal Code section 9210 the
following fees are waived:
ADMINISTRATIVE PLANNING FEES: All planning fees for
Administrative Approval applications shall be waived for
designated landmark structures and structures identified as
contributing to designated historic districts.
CERTIFICATE OF APPROPRIATENESS FEES: All Certificate of
Appropriateness fees for any alteration, restoration, or
construction, in whole or in part, to a designated landmark or to
structures identified as contributing to a designated historic
district shall be waived.
SECTION 2. The fees waived as set forth in this Resolution
shall be effective thirty (30) days from the date of city Council
adoption of this Resolution.

SECTION 3. The City Clerk shall certify to the adoption of
this Resolution, and thenceforth and thereafter the same be in
full force and effect.
