", ~ GS:SES:LR:batjCCl289.word.engine "L> v -_<';1 council Meeting: December 3, 1991 Santa Monica, California TO: Mayor and city Council FROM: City staff SUBJECT: Recommendation to Award a Contract for the Demolition of Buildings at the Deak Plumbing and Shurgin sites Introduction This report requests that City council award a contract to demolish buildings at the Deak Plumbing and Shurgin sites to Neighborhood Resource Development Corporation (NRDC) , the lowest responible bidder, in the amount of $43,700.00. Background The city Council approved funds for this improvement in Fiscal Year 1991-92. The buildings located adjacent to Virginia Park were purchased by the City in August of 1990. The existing buildings need to be demolished to make way for the expansion of Virginia Park. Further the buildings have been cited by the Fire Department for numerous violations to the Life safety Code. As part of the demolition contract the decorative tile on the Deak Plumbing Building will be saved and used in the Virginia Park expansion. A Notice Inviting Bids was published August 17 and 18, 1991 in the Evening Outlook and in three construction journals. Bidding documents were also forwarded to eight WMBE associations. Bidding packages were requested by five contractors. 6-B - 1 - II '-.- , ;..- - + .;- ! - - - u , #-- ~. Two bids were received, opened and read publicly on September 30, 1991, by the Deputy City Clerk. The bids are as follows: Neighborhood Resource Development Corporation (NRDC)..$ 43,700.00 Dalaj International Co................................$ 57,937.00 ci ty Engineer I s Estimate......................... ....$ 86,000.00 The low bidder, Neighborhood Resource Development Corporation, is a City Community Development Department grantee. Neither bidder completely satisfied the specification requirements with regards to amount of work to be subcontracted. NRDC more closely satisfied those requirements and has submitted revised data which do satisfy the requirements. The city may waive the revision submission as a minor irregularity in accordance with the specifications. Neighborhood Resource Development Corporation supplied the city with three references. All the references were generally satisfied with the quality of work performed by the contractor. BUdget/Financial Impact Contract . . . . . . . $43,700.00 Contingencies . . . . 8,300.00 Total $52,000.00 Funds are available in CIP Account Number 53-740-501-20092-8900- 99188, "Virginia Avenue Park Design", in the amount of $200,000.00. - 2 - A - Recommendation It is recommended that City Council: l. Award a construction contract for the demolition of buildings at the Deak Plumbing and shurgin Sites, to Neighborhood Resource Development Corporation; and 2. Authorize the City Engineer to issue any necessary change orders and complete additional work in conformance with the Administrative Instructions on change orders.
