SUBJECT: Recommendation to Award a Design - Build Construction
Contract for Santa Monica Police Activities League
Activity Center at Memorial Park
Introduction
This report requests that the City Council award a Design-build
Construction contract to build a youth center 'for the Santa
Monica Police Activities League (PAL) to DTEC Construction Inc.,
the lowest responsible bidder, in the amount of $860,000.00.
Background
The major funding source for the youth center is a grant from the
California Youth Authority (CYA).
In May of 1990, the Santa
Monica Police Activities League (PAL) applied for and received a
grant from the CYA for the amount of $795,695.00. The facility
will be constructed on the southwest corner of Memorial Park.
The facility is planned for City youth ages of 6-17 and at-risk
children. The Memorial Park location was chosen to be central to
the communities low-income and minority neighborhoods and easily
accessible via public transportation systems.
The facility will be approximately 10,000 square feet in area.
The activity center interior space includes a mUlti-purpose room

dances, and concerts; a lounge to include both active and passive
activities; an arts and crafts room; dance and aerobics room; and
approximately 1200 square feet of classrooms. The classrooms of
the PAL building will be used for classes, tutoring and study
space and can be opened up to accommodate larger gatherings or
meetings. Multiple computer stations will be available. Other
programmed functions include space for one-on-one and group
counseling, office/administration, a kitchen operated by the
youth: storage and a locker/restroom/shower space. Outside there
is a lounge area, an amphitheater and sculpture garden to be
planned and managed by the youth. A large mural on the front of
the building will be executed by the youngsters under the
guidance of a professional artist and "rotating" murals will also
be created by the youth on the back wall of the outside lounge
area. The facility will be fully accessible to the physically
challenged.
When the youth center was originally designed, boxing and weight
training activities were to be included in the facility.
However, in response to the neighborhood youth, who were eager to
have the boxing/weight training program implemented, the Director
of Cultural and Recreation Services (CARS) approved the use of a
section of the warehouse at Virginia Park for this recreational
use. The program has been successfully operational there for
better than a year and the neighborhood totally supports its
presence. In April 1991, the Virginia Park Advisory Board and
the Recreation and Parks Commission approved the continuance of
the boxing/weight training program in the warehouse at Virginia
Park.

Preliminary design and a performance specification was formulated
by City staff.
Included in the design process was a PAL Youth
Center Task Force comprised of PAL youth, Kids City youth, Police
Department personnel, Cultural and Recreational Services (CARS)
staff, a Recreation and Parks commissioner and neighborhood
members. The ideas of the task force were fully integrated into
the building's design.
A Notice Inviting Bids was published July 15, and 16, 1991 in the
Outlook and in five construction journals. The notice was also
sent to nine minority business associations.
Plans and
specifications were issued to twenty general contractors.
Bids
were received and read publicly on August 26, 1991 by the city
Clerk.

Inc., the low bidder, and found their work to be satisfactory.

for the City.

Contingencies.
Upon approval of the budget recomm.endation presented in this
report, $184,672 will be moved from an Asset Forfeiture Account
(80-000-000-00000-9750-04314) and received in General Fund
revenue account number 01-130-224-00000-0417-10000 "Miscellaneous
Revenues". These funds ($184,672) will then be appropriated to a
new ClP account number 01-740-304-20092-8900-99800 "Youth Center
(Pal)" for the construction project.
The 15% contingency is normal and prudent for a design-build job
of this size. This will allow optimum flexibility in
constructing the PAL building. In addition, this contingency
reduces the possibility of a budget shortfall during the
construction phase. Equipment and furnishings for the facility
will be provided separately by a $25,000 match from the city and
a $25,000 match from PAL.

Recommendation
It is recommended that the City council:
1. Move $184,672 for Asset Forfeiture Account number
80-000-000-00000-9750-04314 to increase General
Fund

3. Award a design-build construction contract for

4. Authorize the City Engineer to issue any necessary
change orders and complete additional work in
conformance with the Administrative Instructions on
Change Orders.
