Subject: Recommendation to Establish Two New Preferential
Parking Zones
Introduction
This report recommends the City Council direct the city Attorney
to prepare ordinances establishing preferential parking zones and
the staff to prepare the appropriate environmental documents for
the following locations. (See Exhibit "A")
1. 19th Street between Santa Monica Boulevard and Broadway.
2. Cedar street between Lincoln Boulevard and 10th street.
Background
Residents on the streets mentioned above have submitted the
required petitions and request to establish preferential parking
zones in their neighborhoods.
The proposed parking zones are
primarily multi-family residential with some single family
development.
staff has conducted surveys of the areas that
provide the necessary background information and analysis
required by the enabling ordinance.
Staff has determined that
these areas meet the criteria in the enabling ordinance (see
Exhibit B) for establishment of preferential
parking.

1. 19th Street is primarily multi-family residential. The
petition received included signatures from 39 dwelling units
which constitutes 75% of the total number of residences in this
block. The area between Santa Monica Boulevard and Broadway is
impacted by long term non-resident parkers from commercial
establishments along Santa Monica Boulevard and Broadway using
this street for employee parking and vehicle storage. There is a
lack of available residential off-street parking available in the
area to overcome the intrus ion from the neighboring car repair
businesses. The recommended parking restrictions are "No Parking
9 a.m. to 9 p.m., Monday through Saturday, Except by Permit".
2. Cedar Street is primarily single family residential. The
petition received included signatures from 73% of the dwelling
units on this block. The area between Lincoln Boulevard and 10th
street is adversely impacted by a car repair business using the
street for storage of vehicles and employee parking. The lack of
available residential off-street parking justifies the need for
this block to have preferential parking. The recommended parking
restrictions are "No Parking, 8 a.m. to 6 p.m., Daily, Except by
Permit".
It is anticipated these zones will be implemented in the spring
of 1992.
BUdget/Financial Impact
It is estimated that approximately 110 permits will be purchased
by area residents in the proposed zones. This will generate
approximately $1,650.00 annually in additional revenue. The FY
- 2 -
91/92 revenue budget should be increased by $1,650.00 in account
number 01-210-415-00000-0029-10000.
Installation of signs will be done by City crews. The
Department's current budget should be sufficient to cover the
necessary expenditures involved with establishing these zones.
Recommendation
It is recommended that the City Council:
a) Direct the city Attorney to prepare ordinances to establish
preferential parking zones as outlined in this staff report;
b) Direct the Planning staff to conduct an environmental
evaluation of the proposed zones.
c) Direct staff to revise the FY 91/92 revenue budget in the
amount of $1,650.00 in account number 01-210-415-00000-
0029-10000.
