Around Santa Monica College
Introduction
This report recommends the city Council direct the City Attorney
to prepare an ordinance amending Santa Monica Municipal Code
Section 3238L to expand Preferential Parking Zone L around Santa
Monica College.
Discussion
In June 1988, the city Council adopted an ordinance establishing
the first phase of a preferential parking zone around Santa
Monica College. Staff now recommends that the Council implement
the second and final phase of preferential parking around the
college.
For several years,
residents around Santa Monica College
requested relief from the parking intrusion into the residential
area created by college parkers.
The city, the college and
residents met on many occasions to try to resolve the
neighborhood concerns.
After much discussion and negotiations,
the city, with college and neighborhood concurrence, initiated a
two-phase preferential parking program around the college. In

conjunction with the preferential parking program, the college
made a commitment to construct on-campus parking structures to
relieve some of the parking demand in the area.
Three years ago the city implemented Phase 1 of preferential
parking around the college. The current zone includes the area
bounded by Ocean Park Boulevard, 14th street, Delaware Avenue,
20th Street, Pico Boulevard, 23rd street, Pearl street and 21st
street. It was determined at that time to implement the second
phase after the construction of on-campus parking structures.
The parking structures are completed and have opened for the 1991
Fall quarter. The structures provide an additional 1200 spaces
for college parkers.
Phase 2 of the preferential parking zone around the college
expands the existing zone and includes the area bounded by Ocean
Park Boulevard, Euclid street, the Santa Monica Freeway and
Cloverfield Boulevard. Staff has contacted the residents on the
streets in the Phase 2 area and asked if they wanted preferential
parking on their street. To date, 9 blocks from a total of 36
blocks have requested to be included in the expanded zone. These
blocks include 21st Street between virginia Avenue and pica
Boulevard; 22nd and 23rd streets between Pearl street and Ocean
Park Boulevard; Cloverfield BOUlevard between Pico Boulevard and
Ocean Park Boulevard: Cedar, Pearl, Pacific and Grant streets
between Euclid street and 14th Street; and, Pearl street between
23rd Street and Cloverfield Boulevard.

staff recommends the Council expand the existing parking zone as
originally planned, but direct staff to post signs only on those
streets where residents have requested, in the requisite numbers,
to have preferential parking. If residents of additional streets
request preferential parking at a later date, staff will already
have the authority to implement preferential parking and post
signs. staff believes this procedure will be more efficient than
returning to the Council on a street by street basis.
It is not be necessary to conduct additional environmental review
on the expanded preferential parking zone. The environmental
impact report that was originally prepared for the preferential
parking zone around the college included both phases of
implementation.
It is anticipated the expanded preferential parking zone will be
implemented in late November. Residents will be notified when
permits for the new zone are available and the specific date the
zone becomes effective.
Budqet/Fiscal Impact
It is estimated that 1,000 permits will be purchased by the
residents on the qualified streets. This will generate
approximately $15,000.00 annually in additional revenue. The FY
91/92 revenue budget should be increased by $15,000.00 at account
number 01-210-415-00000-0029-10000.
The current Division budget is adequate to cover the costs of
posting signs.

Recommendation
It is recommended that the City Council:
a) Direct the city Attorney to draft an ordinance amending
Santa Monica Municipal Code Section 3238L to expand
Preferential Parking Zone L around Santa Monica College;
b) Direct staff to revise the FY 91/92 revenue budget in the
amount of $15,000.00 at account number 01-210-415-00000-
0029-00000.
