Classifications and Adopting Salary Rates For The
Classifications of Civil Engineer and Architect
SUBJECT:
INTRODUCTION
This report requests that council adopt the attached Resolution
effecting the separation of two distinct professional concepts
from the existing class ~ Jncept of civil Engineer/Architect.
BACKGROUND
The civil Engineer/Architect classification was introduced into
the city organizational structure in 1989.
The class concept
incorporated the skills, knowledges and abilities of two related
professions, civil engineering and architecture, into a single
class.
Subsequent review of the labor market and industry indicates that
potential candidates primarily attain licensure and competence in
one of the areas, seldom both.
This has the potential to
unnecessarily restrict the applicant pool. Staff believes that
the separation of the two professional concepts will have a
positive effect on recruitment and the effective utilization of
staff.

Classification specifications for civil Engineer and Architect
have been reviewed and approved by the Personnel Board.
A recent salary survey of comparable cities has been conducted.
Internal equity factors have also been considered.
The salary
recommendations reflect these combined factors.
BUDGET/FISCAL IMPACT
Funds are included in the budget for fiscal year 1991-92 to cover
all salary costs related to the adoption of this salary
resolution.
RECOMMENDATIONS
It is. recommended that the City Council adopt the attached
resolution
establishing
the
salary
rates
for
these
classifications.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA ESTABLISHING NEW
CLASSIFICATIONS AND ADOPTING SALARY RATES FOR
THE CLASSIFICATIONS OF CIVIL ENGINEER AND ARCHITECT
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS
FOLLOWS:
SECTION 1. The following monthly salary levels are
hereby established for the indicated permanent classifications,
effective June 30, 1991.
Civil Engineer
Architect
$55l5jMonth E-Step
($5901 with PERS)
$5014jmonth E-Step
($5365 with PERS)
SECTION 2. The City Clerk shall certify to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.
