SUBJECT: AUTHORIZATION FOR THE CITY MANAGER TO NEGOTIATE AND
EXECUTE AN AGREEMENT WITH ATE MANAGEMENT & SERVICE
COMPANY, INC. TO UNDERTAKE A LINE-BY-LINE ANALYSIS OF
TRANSIT SERVICE
Introduction
This report requests that the City Council authorize the city
Manager to negotiate and execute an agreement with ATE Management
& Service Company, Inc. for a Line-by-Line Analysis of Transit
Service. This project is undertaken by the Municipal Bus Lines
every three years to obtain data required for the development of
the triennial Short Range Transit Plan (SRTP) which is required
in order to remain eligible for federal and state funding.
Backqround
Santa Monica Municipal Bus Lines (SMMBL) is currently required to
submit a complete SRTP every three years. Updates of selected
information are required annually in the interim years. The Los
Angeles county Transportation Commission (LACTC), the Southern
California Association of Governments (SeAG) and the Urban Mass
Transportation Administration (UMTA) require that the triennial
SRTP contain a line-by-line analysis of transit service.
This analysis includes a complete on/off passenger count for
every trip on every route, a transfer count by route and on-board

sample surveys of all routes to collect type of fare paid, origin
and destination, and demographic data. The line-by-line analysis
will be completed in March, 1992 and will be used in the
development of the next triennial SRTP which will be submitted in
FY 1992-93.
The Transportation Department sent requests for proposals (RFP's)
to 18 consulting firms specializing in transit planning and
operational analyses. Proposals were received from three firms:
ATE Management & Service Company, Inc., Barton-Aschman and
Associates and Associates National Transportation Consulting
Group. The proposals were evaluated by Transportation staff
based on the following criteria: 1) understanding of project
requirements; 2) responsiveness and thoroughness of proposals; 3)
experience of the firms and personnel; and 4) past performance in
conducting similar projects.
After reviewing each proposal, Transportation Department staff
recommends the selection of ATE Management & Service Company,
Inc. to provide the requested transit planning service. ATE
offers the greatest technical ability to gather, process, and
analyze data as well as present information in graphic formats
that can be most useful to Transportation Operations staff in the
future. ATE has conducted Santa Monica's Line-by-Line Analysis
in the past and has performed satisfactorily.
Budgetary/Financial Impact
The ATE proposal price

$74,994.

Recommendation
city staff recommends that the city Council authorize the City
Manager to negotiate and execute an agreement in the amount of
$74,994 with ATE Management & Service Company, Inc. to prepare a
Line-by-Line Analysis of Transit Services for the Santa Monica
Municipal Bus Lines.
