SUBJECT: Recommendation to Fund Westside Ecumenical Conference
to Provide an AIDS Education and Service Program
INTRODUCTION
This report recommends that city Council authorize the funding of
Wests ide Ecumenical Conference (WEC) to provide a Santa
Monica-based AIDS education and support program with funds
previously appropriated for an AIDS project in the FY 1991-92
City budget.
BACKGROUND
During the May 28, 1991 Council Meeting, Council approved staff
recommendations to fund AIDS Project Los Angeles ( APLA) to
provide a variety of educational and information and referral
activities in Santa Monica as part of the 1991-92 Community
Development Program. During the same meeting, council also
approved additional funding for APLA to subcontract for a drop-in
and resource center component as a part of its overall program
and site. During the summer months City staff and APIA began
meeting to negotiate a contract and further refine the expanded
program. In late August, APLA informed the City staff that it
would be unable to accept the grant to develop and operate the
expanded program. APLA staff and Board decided that the

organizational resources required to undertake this new program
were not the priority for APLA.
Subsequently, City staff began discussions on alternative
approaches and also met with members of the Social Services
Commission to receive commission input regarding appropriate
agencies and individuals to implement a relevant program.
DISCUSSION
The strongest option appeared to be funding Wests ide Ecumenical
Conference (WEe), as they had submitted the only other AIDS
project grant proposal in the 1991-92 competitive funding
process. A review of that proposal indicated a strong
community-based program and a solid organizational structure to
support it.
Given the strong mandate from city council to develop a
comprehensive community project, staff will work closely with WEe
to clearly define the program goals and activities. Contract
negotiations will include delineating specific phases of work
plan activities -- allocation of program funding will be tied to
the successful completion of each of these work plan phases. The
identified phases are included as Attachment A.
Given late program start up, it is anticipated that the initial
activities will begin in early January, 1992 with a six-month
start-up budget not to exceed $65/000. This budget reflects
funds for staff salaries and benefits, rent, equipment,
insurance, general operating expenses, community educational
training, and other related activities. WEC will develop and

submit an annualized budget for FY 1992-93 by early March, 1992.
City staff will incorporate a recommendation for the FY 92-93
grant award through the budget process.
since a community-based AIDS project is a new service in our
community, it will be necessary to establish a solid base for the
long-term delivery of a broad and multi-faceted program which
will make a positive local impact. Due to the importance of the
current HIV/AIDS crises, it is urgent that WEC, with critical
support from the City and the community, begin to implement this
project immediately. City staff will be working with WEC to
continually evaluate and refine the programmatic and budgetary
aspects of the overall project during the remainder of this
fiscal year and also during the next fiscal year.
BUDGET/FISCAL IMPACT
Adequate funds were previously appropriated in the Community
Development Program budget in account 01-200-262-75270-6411-15650
for startup and program operating expenses. No new or additional
funding is being requested at this time. After the program is
fully defined, City staff will assess the required funding level
for FY 1992-93 which will be included in the regular city budget
submission.
RECOMMENDATION
Staff recommends that the Council authorize the City Manager to:
1) Award the previously appropriated funds for an AIDS
project to Wests ide Ecumenical Conference (WEC) not to
exceed $65,000; and

2) Negotiate and execute a contract including the attached
work plan phases.

SUBJECT: Recommendation to Supplement Comprehensive AIDS Project
with One Time Direct Grant to the Wests ide Women's
Clinic for HIV Testing
This supplemental report recommends that the Council award a
maximum of $17,500 to the Wests ide Women's Clinic for AIDS
testing. This one time direct funding will allow the Clinic to
immediately provide free, anonymous and confidential testing to
500 low income Santa Monica male and female residents.
The need for such testing has been highlighted this past week
with Magic Johnson's public disclosure of his HIV infection. In
the wake of this announcement, the Wests ide Women's Clinic has
been deluged with calls requesting testing. Due to a loss of
state funding, the Clinic's testing program has been drastically
reduced.
city funding will enable the Clinic to provide this critical
health screening service to low income Santa Monica residents
throughout the remainder of this fiscal year. The Clinic hopes
that state funding for this program will begin again next fiscal
year (1992-93.) City staff will direct the Wests ide Ecumenical
Conference (WEC) to assess any continued need for funding for
testing services as they prepare their projected annual budget
for fiscal year 1992-93.
Adequate funds are appropriated in the Community Development
program in account 01-200-262-75270-6411-15650 for the initial
phase of the comprehensive AIDS Project before the Council for
approval tonight. The total appropriation recommended is
$82,500. WEC lS recommended for $65,000 as described in the
staff report and the Wests ide Women's Clinic for $17,500 as
described in this supplemental report.
