Ordinance Amending Santa Monica Municipal Code
Section 3238L to Expand Preferential Parking
Zone L
At its meeting on September 10, 1991, the City council
directed the city Attorney to prepare an ordinance expanding
Preferential Parking Zone L. In response to this direction, the
accompanying ordinance has been prepared and is presented to the
City Council for its consideration.
RECOM:MENDATION
It is respectfully recommended that the accompanying
ordinance be introduced for first reading.

AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA AMENDING SANTA MONICA
MUNICIPAL CODE SECTION 3238L
TO EXPAND PREFERENTIAL PARKING ZONE L
WHEREAS, on November 10, 1987, city staff recommended the
establishment of a preferential parking zone in two phases around
Santa Monica College ("the College"); and
WHEREAS I on May 24, 1988, the City Council certified an
Environmental Impact Report analyzing the establishment of a
preferential parking zone in two phases around Santa Monica
College; and
WHEREAS, on May 17, 1988, the City Council adopted Contract
No. 5100 (CCS) between the City and Santa Monica College
regarding, in part, the establishment of the first phase of the
preferential parking zone around the College and the construction
of two on-campus parking structures by the College; and
WHEREAS, pursuant to Contract No. 5100 (CCS) the city
agreed not to expand the preferential parking zone around the
College until May 17, 1991 or the completion of the construction

of the on-campus parking structures, whichever occurred sooner;
and
WHEREAS, on June 14, 1988, the first phase
preferential parking zone was established around the
pursuant to Ordinance No. 1444 (CCS); and
of the
College
WHEREAS, the construction of the two on-campus parking
structures has now been completed; and
WHEREAS, the expansion of the preferential parking area
meets all the requirements of local law and was fully considered
in the certified Environmental Impact Report,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES ORDAIN AS FOLLOWS:
SECTION 1. Santa Monica Municipal Code Section 3238L is
amended to read as follows:
section 3238L. Preferential Parking
Zone L.
(a) The following area bounded by
the following streets shall constitute
Preferential Parking Zone L: Ocean Park
Boulevard on the south, Euclid Street on the
west, the Santa Monica Freeway on the north
and Cloverfield Boulevard on the east.
(b) No vehicle shall be parked or
stopped adjacent to any curb in
Preferential Parking Zone L without a

permit issued and displayed in accordance
with this Chapter during the following
hours:
(1) 8:00 a.m. to 8:00
on Monday, Tuesday, Wednesday,
Thursday of each week.
(2) 8:00 a.m. to 5:00
p.m.
and
p.m.
on Friday of each week.
(c) Any vehicle parked or stopped
without a permit when required by this
Section may be removed from the street by
any police officer.
(d) The annual fee for each permit
issued for Preferential Parking Zone L
shall be $15.00 per permit, or such other
fee as may be established from time to
time by resolution of the City Council.
SECTION 2. Any provision of the Santa Monica Municipal
Code or appendices thereto inconsistent with the provisions of
this Ordinance, to the extent of such inconsistencies and no
further, are hereby repealed or modified to that extent necessary
to affect the provisions of this Ordinance.
SECTION 3. If any section, subsection, sentence, clause,
or phrase of this Ordinance is for any reason held to be invalid
or unconstitutional by a decision of any court of any competent
jurisdiction, such decision shall not affect the validity of the
remaining portions of this Ordinance. The city Council hereby

declares that it would have passed this Ordinance, and each and
every section, subsection, sentence, clause, or phrase not
declared invalid or unconstitutional without regard to whether
any portion of the Ordinance would be subsequently declared
invalid or unconstitutional.
SECTION 4. The Mayor shall sign and the City Clerk shall
attest to the passage of this Ordinance. The City Clerk shall
cause the same to be published once in the official newspaper
within 15 days after its adoption. This Ordinance shall become
effective after 30 days from its adoption.
