Subject: Recommendation to Award a Contract to Paul Gardner
Corporation for the Installation of Traffic Signals
at the Intersections of 23rd Street and pico
Boulevard and Cloverfield Boulevard and Pico
Boulevard.
Introduction
This report requests that the City Council award a contract in
the amount of $143,307.00 to Paul Gardner corporation, the lowest
responsible bidder, for the modification of existing traffic
signals at the intersections of 23rd Street and pico Boulevard,
and Cloverfield Boulevard and pica Boulevard.
Discussion
This project will construct the final phase of traffic signal
improvements along pico Boulevard. These improvements include new
traffic signal timing, phasing and operation, new signal
controllers and new equipment such as poles, wiring and lights.
This project responds to the Council's direction to improve
traffic flow along pico Boulevard from the Santa Monica College
to Cloverfield Boulevard. It also coincides with the City's
program of upgrading, modernizing and computerizing all of the
city's traffic signals. Finally, the improvement of traffic flow
along arterial highways such as Pico Boulevard is an important
component of neighborhood traffic programs. By improving traffic

flow along arterials, it reduces the demand or need for motorists
to drive through adjacent residential areas.
Bidding packages for the construction of these traffic signals
were requested by four (4) contractors. Two bids were received,
and read by the Deputy City Clerk on september 19, 1991- The bids
were received as follows:
Paul Gardner Corporation $l43,307.00
California Electrical $163,000.00
Engineer1s Estimate $170,000.00
Staff has checked the references provided by Paul Gardner
Corporation, the low bidder, and found Gardnerls work to be
satisfactory.
BUdget/Financial Impact
Funds required: Contract $143,307.00
contingencies (10%) $ 14,330.00
$157,637.00
Funds to construct these traffic signal improvements are
available in the following capital improvement accounts:
$57,569.00 from account #Ol-770-415-28291-89l8-992l4
(SynChronize/Interconnect Traffic SignalS) , $42,500.00 from
account #01-770-416-20091-8900- 99265 (Traffic Signal Conduit

Recommendation
It is recommended that the City Council:
1. Award a contract to install traffic signals at the
intersections of 23rd street and Pico Boulevard and
Cloverfield Boulevard and pico Boulevard to the Paul Gardner
Corporation, the lowest responsible bidder, in the amount of
$143,307.00; and
2. Authorize the City Parking and Traffic Engineer to issue any
change orders necessary to complete additional work to the
extent of funds available in accordance with the
Administrative Instruction on Change Orders.
