Subject: Recommendation to Award a Contract to Steiny and
Company Inc. for the Installation of a Midblock
Pedestrian Signal on Main Street between Hollister
Avenue and Ocean Park Boulevard
Introduction
This report requests that the City Council award a contract in
the amount of $40,000.00 to steiny and Company Inc., the lowest
responsible bidder, for the installation of a new midblock
pedestrian signal on Main Street between Hollister Avenue and
Ocean Park Boulevard.
Discussion
In December 1990, the City Council authorized the installation of
a midblock pedestrian signal on Main street between Hollister
Avenue and Ocean Park Boulevard. Bidding packages for the
construction of this pedestrian signal were requested by six (6)
contractors. Four bids were received, and read by the Deputy
city Clerk on September 16, 1991. The bids received were as
follows:
Steiny and Company, Inc. $40,000.00
C.T. & F., Inc. 42,300.00
Paul Gardner Corporation 44,410.00
California Electrical Services 47,808.00

staff has checked the references provided by steiny and Company,
Inc. , the low bidder, and found steiny's work to be satisfactory.
BUdget/Financial Impact
Funds required: Contract $40,000.00
contingencies 4,000.00
$44,000.00
Funds to construct this pedestrian signal improvement are
available at capital improvement account #01-770-416-24188-
8918-99139 (Traffic Signal Improvements).
Recommendation
It is recommended that the City Council:
1. Award a contract to install a midblock pedestrian signal
on Main street between Hollister Avenue and Ocean Park
Boulevard to Steiny and Company, Inc. , the lowest
responsible bidder, in the amount of $40,OOO.OO~ and
2. Authorize the City Parking and Traffic Engineer to issue
any change orders necessary to complete additional work to
the extent of funds available in accordance with the
Administrative Instruction on Change Orders.
