Santa Monlca Alrport.
rntroduction
ThlS report requests the Clty CounCll to authorlze the Clty
Manager to negotlate and execute a professlonal serVlces
agreement w1th Hodges & Shutt, aVlat10n planning and
consultlng englneers, for deslgn of runway lmprovements.
Backaround
The alrport runway was constructed in 1942 and is showlng
severe Slgns of pavement dlstress. The runway surface lS
cracklng and uneven and 1S ln need of an overlay to safely
handle alrcraft operatlons and reduce exposure to rlsks. The
Federal AVlatlon Admlnlstrat.lon concurs w1th the City 's
determ1natlon t.o overlay the runway and has awarded a
$2,500,000 grant t.o complete the work. The f1rst phase of
the proJect lnvolves the engineerlng deslgn of the overlay
which is the subJect of thlS report.
A request for quallflcatlons (RFQ) to conduct plannlng and
englneerlng work assoclated wlth several projects at the
Alrport was lssued to a varlety of aVlatlon consultlng flrms.
The proposals were reVl ewed \-11 th regard to such factors as
relatlve airport experlence, technlcal expertise, references
from prevlous cllents, and afflrmatlve actlon and DBE
partlclpatlon. 6-F

& Shutt was ranked first because of the1r prev10us exper1ence
work1ng on slm1lar prOJects at general aviat10n reliever
alrports llke Santa Monlca. The flrm has extenslve experlence
des1gning runway and taxr..Jay overlays for general aV1atlon
a1rports.
D1Scuss1on
The professional serV1ces agreement w1th Hodges & Shutt
encompasses complete eng1neer1ng des1gn and construction
management of the runway 1mprovements. Th1S 1ncludes the
overlay and reconstructlon of the runway, lnstallation of
dra1nage and the upgrad1ng of the alrport Ilght1ng system.
The professional serV1ces agreement was revlewed by the R1Sk
Manager and approved as to form by the City Attorney.
Budaetarv/F1nanc1al Imnact
The profess1onal serV1ces for the runway improvements 18
estlInated to cost $327,275 and 1S a part of the A1rside
Improvement account #33-710-631-20091-8900-99037 WhlCh totals
$2,778,000 of Wh1Ch $400,000 15 ava1lable for eng1neering and
construction 1nspect1on serV1ces. ThlS proJect 1S f1.nanced
through a grant from the FAA 1n the amount of $2,500,000
Wh1Ch provides 90% of all costs.

agreement w1th Hodges & Shutt for eng1neer1.ng and
