SUBJECT Recommendation to Endorse Concept of Lifelong Learnmg Community
INTRODUCTION
This report recommends that the City Council endorse the concept of a Lifelong
Community and authorize staff to use the Lifelong Learnmg Logo on City publications
when feasible.
BACKGROUND
In the fall of 1997, community members Jomed to begin plannmg for expanding
opportunities for contmuous learnIng for people of all ages and creatIng a "LIfelong
Learnmg Community" Since that time, public and private educators, health care
professionals and advocates, and representatives from the faith community, busmess
community, and nonprofit organizations have JOined community members to promote
the Lifelong Learnmg Community Project.
DISCUSSION
The miSSion of the Project IS that "the City of Santa MOnica will become a model
Lifelong Learnmg Communlty--a community committed to strengthening educatIonal
planning for all ages and stages of life with learning opportunities that enhance the
personal, SOCial and professional goals of all reSidents "(See Lifelong Learnmg
Community Project MISSIon, Attachment I)
To further Its goals, Project supporters have held a series of community meetmgs and
forums to encourage elected offICials and community leaders to endorse the Project
model. To date, over 200 Individuals and vanous Santa MOnica CommiSSions, Boards,

and organizations have endorsed the Project The project has the unanimous support
of the SMMUSD Board of Education and the SMC Board of Trustees. (See Lifelong
Learning Supporters, Attachment II).
Project supporters have also developed a logo and encouraged businesses, government
agencies and community organizations to use the logo In printed materials and
electronic media In an effort to Identify and promote learning opportunities to the
public. (See Lifelong Learning Project Logo, Attachment III)
FISCAL/BUDGETARY IMPACT
There IS no budgetary Impact at this time.
RECOMMENDA TION
CIty staff recommends City Council endorse the Lifelong Learning Project and authOrize
staff to Incorporate the Lifelong Learning Project logo on City publications where
feaSible. Such publications may Include Kldscape, Seascape, and fliers and notIces
marketing workshops and classes for chIldren, families, and seniors.

The ability to be a lifelong learner is instrumental in enabling an individual to
adapt and succeed in ollr rapidly changing society.
No single education institution can effectively meet the learning needs of all our
residents.
Access to learning greatly enhances the quality of life for all residents and is a
legitimate and appropriate concern of city government.
The major institutions in our city -- the public and private schools and colleges,
the healthcare establishment, and the city itself as well as the business
community, faith community, non-profit organizations, education and childcare
professionals, and community members - should collaborate to design and
implement a comprehensive approach to lifelong learning in Santa Monica.
Santa Monica can become a model Lifelong Learning Community.

The city, the public and ~rivate schools and colleges, the healthcare institutions, the
business community, faitb community, non-profit organizations, education and
childcare professionals, and community members ,,,ill collaborate to design and
implement a comprehenshe, long-range planning blueprint (;:\lAP) to guide us
strategically In our approach to lifelong learning.
\Ve recommend that i\lA.P be designed to actualtze the follOWing pnnclples
I Promote an expanded definition of education -- one that encompasses a wide variety
of subject matter, personal strengths, and career opportunItIes -~ coupled with an
expanded a\vareness of learnIng delivery systems mcludmg lIbrarIes, bookstores, the
Internet, and non-tradltlOnalleammg InstitutIons
II Create an anti-bias climate of respect that actively expands Inter-cultural and inter-
generational interaction and embraces diversIty as an mtegral aspect of all Lifelong
Leammg Community goals and objectives
III Foster collaborative models beh\ceen. and among educatIOn institutions, healthcare
InstitutIOns, the business communIty, non-profits, and city departments committed to
expandmg opportuniues for lifelong learnIng
IV Include ~'Opportunities for Lifelong Learning" in determining city policy
regardmg social services, the arts and recreation, publ1c safety, transportation,
sustainability, zoning, plannmg, and facility and land use issues
To ensure that lIfelong learnmg opportunities are seamless and well-supported, and that
successes can be systematically and effectively built upon, we recommend that .MAP
include the following objectIves
1) An InStitutionalIzed and continUOUS process of review, assessment, and evaluation to
improve the state and status of lifelong learning In our community.
2) A communication nen., ork for profeSSionals and commuDIty members to promote the
sharing of infonnatlOn, issues, and solutions across institutional barners m a timely,
conSistent, and reliable fashIOn
3) Easy access and input to inFormatIOn for the public concerning learnlOg
