unmitigatable impacts were identified ~n the areas of Air Quality, Noise, Artificiai Light Shade/Shadow, Aest~etics, Police Protection, Construction Impacts, artd Neighbor~ood Effects With adoptEan of the recommended mrt-gatio~ measures, the EiR determined that th~se impacts could be reduced to belaw a significan# le~el As discussed belaw, the or~ly sign~fican# impact that could nat be mitigated was in the area of TrafficlAccess/Parking relating to additional tri~s on ne~ghborhoad streets Traffic The EIR defermmed that the pro~ect would result m a sign~ficant neighbor#~ood impact that could no# be mitigated due to increased traific on 1 fi~'' Street The City has stric# standards by which traffic impacts to the neEghborhood are analyz~d The significanc~ criteria for n~~ghborh~od trafFic rmpacts defines the adclitron af any new tr~ps to a res~dential street which h~ -~aily ~olumes greater than 90 percent of capacity as signif~cant As '14th,'i6th and Pearl Streets currently function at 16`h Street Due to the increase ~n tr~ps, which canno# be m~tigated, a Statement of Overrid~ng CansGderati~ns would be requ~red to approve the propased pro~ect Staff believes tt~at the public benefit of relocating ofthe Municipal Poo~ to this site, enabling the 374 spaces from Parking Structure B to be replaced at the ~nterior af the callege campus and thereby reducmg rmpacts an ad~acenf neighbors, autweighs the traffic ~mpacts of an additional 21 daffy trips tfl the immediate ne~ghborhood Alternatives The ElR also cflnsidered alterna#~~es ta the proposed pro~ect, as follows The no-pro~ect alternati~e assumes the replacement of the Pooi ~acility on the existin~ srte, and the replacement vf the Parkmg Structure B ot~ ~ts former srte, resulting in greater impacts in all ca#egor~es except for Polrce Protect~on and Cons#ructio~ Impacts than the propasE d pro~ect with na '! 6~h Street access 2 The EIR studied two alfernate options for the 16'h Straet site inbound access only from 16th Street, or outbound access only to 16th S#reet In analyzing these options the EIR determir~ed that the proposed pro~ect is the environmentalEy superior aptian with the #ewest impacts {Attachment F, Final EIR, Tabfe 54, p VI-4) Both alternati~e access options had grea#er impact far Traffic, Access and ParKing, and Neighborhood Effects PUBLIG NOTiFICATION Pursuant ta Mun~cipal Code CanclusGan The propased Mur~icipal Pool pro~ect is an ~xpa -~ed aquatic facility t~ yt will bene#tt botl~ City res~dents as well as college students The facil~ty ~rouides two po~Js rather than one, including a full size recreatian and instruction pool, wh~ch responds to the community 9 u~ -~;~~ pr~onty for mcreased recreational aquatic factlit~es identified during the Parks and Recreatian Master I write as a person wha spent most of my youth in AAU swirnming. I have been to competi~ion poQls throughout the United States, including those i.n Illinois, VVisconsin, Kentucky, 4hio, and in both Northern and Southern California. I competed in the Santa Monica paol rnany years ago when I was a teenager. Tflday I a~n one of the hundreds of parents who spend sumrr~er afternoons at the Municipal Paol while aur children are learning to swim. I s~rongly suppart this project. The Municipal Pool is barely se~rvicable in its current candition, and it was outdated twenty years ago Ih~ring the summer, there are at ~east two or three days when the pooI zs c~osed due to ma~funct2oning. The decks are dangerous, the locker rooms axe ~eyond retro, and the pool is inadequate both far recreational swimming/ swimming lessons, and for competitive training. I was pleased to see in the descriptian that the parking and circulation at the Municipal Poal will be corrected by this project. With hundreds of young children going into the paol every hour, there is a serious safety prablem with the current parking and traff'ic canfiguration. Provision of a drop-off point will be an important improvement far those of us whase children are old enough to dress and get into the pool by themselves. I urge your approval af this important municipal impro~ement pra~ect. ~Tery tr~.tly yours, i~ ~~ ~. ~by ~~ la t.~~ GRA1tiT GARDENS HOMEO«'NERS ASSOCIATIO~T ; ; 2146 16`" Street ~ ~ { Santa l~Ionica, Ca. 90405 -` ~_' c`~ _ --~ October 13, 1998 ~ _ ~ a .
