SR-6-I (94) ~d/1fW-CMf.~6"31 ~I JAN 2 6 1999 EPWM CP AA RS s \sp 1623\cc1623-2 Council Meeting January 26, 1999 Santa MOnica, California To Mayor and City Council From City Staff Subject Recommendation to Increase the Contract Amount for CDS Technologies, Inc to Furnish and Install a Stormwater Filtration Device for the Pier Stormdraln I ntrod uctlon This report recommends that the City Council Increase the contract amount an additional $77,000 from the Stormwater Improvements CIP account to purchase and Install a stormwater filtration deVice for the Pier Stormdraln Project, bnnglng the total project cost to $313.750 Background On July 22. 1997, City Council adopted a resolution that authorized staff to apply for a PropOSition A competitive grant for the InstallatIOn at the Pier Stormdraln of a unique retrofit deVice to filter out debris and contaminants from stormwater and dry weather runoff Forthe grant application, the sole manufacturer of the filtration deVice, CDS Technologies, Inc based In Australia, supplied the City With a cost estimate of $236,750 to furnish and Install one nine (9) foot diameter Unit The estimate was based on the manufacturer's recent expenence With excavation and shOring contractors In Cities outSide the Los Angeles area (,1 JAI 2 6 1999 On February 24. 1998. City Council accepted the Proposition A grant funds and authonzed the City Manager to negotiate and execute a sole source contract with CDS, T echnolog les, Inc for acquIsition and Installation Due to the need to coordinate this project with the Moss Avenue Pump Station construction and other projects In the Pier area, the commencement has been delayed until 1999 In November 1998, CDS Technologies' construction manager obtained three bIds for the construction required at the beach site The low bid from Malloy ConstructIon came In $66,809 higher than the onglnal estimate The grantIng agency, Los Angeles County, Will not mcrease the grant amount as all the funds have been committed DISCUSSion The CDS unit would be the largest In Southern California and valuable to thiS City's continuing advances In finding effective means of reducmg pollutants from entenng the Santa Monica Bay Because funds are available In the Stormwater Systems Improvement Account. staff recommends proceeding With the project despite the unanticipated cost Increase Budget/Fmanclallmpact The additional funds needed for the project are available In CIP Account #34-760-661- 20099-8900-99558, "Stormwater Systems Improvement," as follows Contract Increases $66,809 Add Itlonal Contingency (15%) 10,191 Total $77,000 RecommendatIon Staff recommends that the City Council Increase the contract amount an additional $77.000 from CIP account #34-760-661-20099-8900-99558 to mcrease the CDS Technologies.
