(i~ \-- RMD JM RM MS F \HOUSING\SHARE\WPFILES\DEVPROJS\UCP811\CCEVRPT JAM 2 6 1999 Council Meeting January 26, 1999 Santa MOnica, California TO Mayor and City Council FROM City Staff SUBJECT Recommendation to Adopt a Resolution Certifying an I mtlal Study/ Mitigated NegatIve Declaration for the Purchase and Development of the Property at 1525 Euclid Street Introduction This report recommends that the City Council adopt a resolution certifyIng an Initial Study/ Mitigated Negative Declaration for the purchase and development of the property at 1525 Euclid Street Background At the City Council meetmgs of September 23, 1997 and July 14, 1998, staff presented a plan for the purchase of the property owned by the County of Los Angeles at 1525 Euclid Street The purpose for purchasing the four lots mcludlng the eXisting bUilding IS to create a neighborhood park, community meeting space, and 13 Units of housing for persons with cerebral palsy and other disabilitIes The purchase of the site was made contingent on the approval of the required environmental review Environmental AnalysIs An Imtlal Study/Mitigated Negative Declaration/Environmental Assessment (EA) has been prepared for the entIre project which Includes the neighborhood park, community meetmg 1 ~ JAN 2 6 1999 - - space, and the disabled housmg Since the US Department of Housing and Urban Development (HUD) has discretionary approval of federal funding for portions of this project an EA was prepared to satisfy federal environmental review requirements The result IS a Jomt document The City takes action only on the Imtlal Study/Mitigated Negative Declaration referenced In thiS staff report A combmed thirty-day review period commenced on December 10, 1998 and closed on January 11, 1999 One comment was received and the response to It IS Included In the Imtlal Study/Mitigated Negative Declaration that IS attached to thiS report as Exhibit A The resolution certifying the Initial Study/Mitigated Negative Declaration for the Project Includes a monItoring plan that Will mitigate the follOWing potential adverse environmental effects of the project (at a cost consistent with HOUSing Trust Fund GUldelmes) to a pomt where no Significant Impacts Will occur 1 Implement the measures to abate the presence of lead-based pamt and asbestos, and 2 Implement the measures recommended by the State Hlstonc Preservation Office (SHPO) to mmimlze the effects of the rehabilitation on the hlstonc structure BudqetlFmanclallmpact There IS no financial or budgetary Impact assocIated wIth thiS actIon The funds associated with the acquIsition of the site and the development of the community room and park space are available 2 ~ ~- . . THEREFORE.
