SUBJECT Recommendation to Award Bid to Furnish and Deliver Three Compressed
Natural Gas (CNG) Full Size Sedans, Bid #2739 and Notify Council of an
Exception to Resolution No 8966 (CCS)
Introduction
This report recommends award of bid to furnish and deliver three CNG dedicated full size
sedans In the total amount of $70,899 42, including applicable sales tax These awards
require notifIcation of an exception to Council policy Resolution No 8966 (CCS) regarding
conducting business With firms dOing business In or With Burma
Background
In response to published Notices Inviting Bids (published December 3 and 4, 1998) In
accordance With City speCifications, bids were received and publicly opened and read on
December 15, 1998 Proposal forms were mailed to seventy-four vendors and notices
were advertised In accordance With City Charter and Municipal Code prOVISions Ten
proposals were received as follows

On November 28, 1995. Council adopted Resolution No 8966 (CCS) "Establishing a
Policy for the City of Santa MOnica Prohibiting Contracts for Personal Services and
Purchase of Commodities from Compames Domg BusIness In or wIth Myanmar (Burma) "
ThiS policy allows the City Manager to approve an exception when It IS m the mterest of
public health, safety or welfare, and the servIce or commodity cannot be reasonably
obtained from any other source The City Manager has approved thiS purchase as an
exception to Resolution No 8966 (CCS) because waiving the Burma polity would allow
the purchase of a CNG vehicle which IS consistent with the Council adopted reduced
emiSSion fuel poliCY It was determmed that Implementation of the reduced emiSSIon fuel
policy IS In the mterest of public health
The bid submitted by Santa MOnica BUick IS non-responsive Although BUick IS not dOIng
busmess In Burma, they bid gasoline powered full sIze sedans whIch are not conSistent

with the City's reduced emiSSions fuel polley, and the pnce IS $20,58845 higher than the
low bid (CNG powered) submitted by Ford West
Staff has evaluated the low bid submitted by Ford West for dedicated CNG powered full
size sedans and finds that It meets City specifications The purchase of these CNG
powered sedans IS conSistent wIth the City's reduced emissions fuel policy
Ford Motor Company IS currently the only manufacturer that can provide full size
dedicated CNG sedans The purchase of these CNG sedans IS consistent With the City'S
reduced emiSSions fuel policy
One new CNG sedan will be assigned to the City Manager Department, Information
Systems DIVISion and Will be added as a budget approved vehicle enhancement Two
CNG sedans WIll replace a 1987 Dodge van, assrgned to Environmental and Public Works
Management Department, Englneenng DIVISion, and a 1988 Chevrolet Pickup, assigned
to the Planning and Community Development Department, Administrative DIVISion

Recommendation
It IS recommended that Council reject the bid submitted by Santa MOnica BUick and award
of Bid #2739 be made to Ford West In the total amount of $70,899 42. including applicable
sales tax, as the lowest responsible bidder
