SUBJECT Recommendation to Authorize the City Manager to Negotiate and Execute a
Purchase Order with Onon Bus Industries for the Purchase and Installation
of Pedestrian Safety DevIces on 67 New Flyer Buses

This report recommends that the City Council authorize the City Manager to negotiate and
execute a sole source purchase order with Onon Bus Industries for the purchase and
Installation of pedestnan safety devices on 67 New Flyer buses operated by the
Transportation Department, m the total amount of $59,755 63, mcludmg applicable sales
tax
Background
Public Transit Safety, Inc of Los Angeles has developed and patented a unique device,
designed to push large objects out of the path of the right rear tIres of the bus The 8-1
Gard IS a polyurethane rear wheel danger zone deflector approximately two feet wide by
one foot high The guard clamps on to the structure of the bus near the rear right sIde
wheels This slgmficantly reduces the potential for injuries and fatalities to pedestrians
caused when they fall mto the path of the bus The $-1 Gard has been engIneered for the
New Flyer low-floor bus and used successfully at other transit properties

There IS no other device that IS similar and can perform this function Public Transit
Safety, Inc IS the manufacturer and Orron Bus Industnes, a Canadian bus manufacturer,
IS the exclusive dlstrrbutor for this product
Ordinance Number 1743 (CGS), Section 5, paragraph 224080 (1) of the Santa MonIca
MUnicipal Code allows exception to competitive bidding when services are purchased from
a sole provider Staff has evaluated the quotation from Onon Bus Industrres and finds that
