Subject Recommendation to Award a Contract to B A Construction for the Asphalt
Berm, Striping and Signing Modifications Neilson Way and Montana

ThiS report recommends that the City Council authorize the City Manager to negotiate
and execute a contract In the amount of $110,00000 to B A Construction, the lowest
responsible bidder, for the asphalt berm, striping and signing modifications for Neilson
Way and Montana Avenue

Neilson Way
ThiS project Installs a temporary raised median and two-way left-turn lane along Neilson
Way from Pica Boulevard to the south CIty limits, and allows nighttime parking on the
west side of Neilson Way The temporary raised median, constructed uSing extruded
asphalt berms. would be placed In areas that Will not block turn access to street
intersections and selected dnveways At some dnveway and street mtersectlon
locations, a pamted two-way left-turn lane Will be provided

As mentioned In the prevIous Information Item, these changes should address resident
Issues by, first, helping reduce vehicular speeds This IS accomplished by adding the
temporary raised median WhiCh, In turn, narrows the eXisting through lanes Second, by
creatIng the two-way left turn lane, this should reduce the sIgnificant number of left turn
and rear end colliSions occurring along Neilson Way Since nighttime traffic volumes
are low enough to be accommodated In one lane, this project would allow nighttime
parking (8 OOpm to 8 OOam) along the west Side of Neilson Way
Montana Avenue
This project also narrows the eXisting painted two-way left-turn lane along Montana
Avenue from 7th Street to 20th Street to allow for a Wider travel lane and a bike lane
ThiS should further reduce fnctlon caused by vehicles that are attempting to parallel
park along Montana Avenue
FollOWing the published advertisements, bidding packages for the modification of these
streets were requested by five (5) contractors Two (2) bids were received, and read by
the Deputy City Clerk on Wednesday, December 3D, 1998 The bids received were as
follows

Sequel Contractors, Inc $139,629 00
Engineering Estimate $100,00000
Staff has checked the four (4) references provided by B A Construction, the low bldder,
and all references found B A Construction's work to be satisfactory The Contractors'

State license Board verified that the Contractors and his subcontractor's licenses are
current and active

Recommendation
It IS recommended that the City Council
1 Award a contract to B A Construction, the lowest responsible bidder, In the
amount of $110,000 00 for the asphalt berm, striping and slgnmg modifications
to Neilson Way and Montana Avenue
2 Authorize the Director of Planning and Community Development to Issue any
change orders necessary to complete additional work to the extent of funds
available In accordance with the Admmistratlve Instruction on Change Orders
