SR-HA-2 (6) Wrad- 4f1l/~f (Hpts) H""2 RM JM 8M PM f Ifssappr wpd JAN 2 6 1999 Housmg AuthontyMeetlng January 26, 1999 Santa MOnica, California To HousIng Authonty From City Staff Subject Recommendatron to Authorize the Executive Director to SIgn an Annual Contributions Contract for $45,000 with the Department of Housmg and Urban Development INTRODUCTION This staff report recommends that the Housing Authority authorize the Executive Director to sign an Annual Contnbutlons Contract for $45,000 with the Department of Housing and Urban Development (HUD) BACKGROUND The Housing Authorrty of the City of Santa Monrca, under HUD mandate, operates a Family Self Sufficiency Program (FSS) The FSS program IS a voluntary program for Section 8 reCipIents The miSSion of FSS IS to enable Section 8 families to earn a hVlng wage and become free of government assIstance wIthin five years Currently, 170 Section 8 households partiCipate In the Family Self SufficIency Program. FSS partiCipants receive a wide range of services targeted to remove barriers to self suffiCiency mcludmg case management, Job traIning, employment, education, child care, transportation and health care The Housmg AuthOrity has developed an extensive communIty collaboration of public and pnvate agencies which form the FSS Program Coordinating Committee to address the Wide range of program and partiCipant needs The $45,000 Annual ContributIon Contract will be used to pay for FSS administrative and program costs 1 ttA-2.. JAN 2 6 1999 FINANCIAL/BUDGETARY IMPACTS Because of the Impact of Costa-Hawkins. a low Fair Market Rent (FMR) standard and landlords canceling Sectron 8 contracts, the Section 8 program IS currently 88% leased up Because the current lease up rate IS below the program's FY 98-99 approved budget levels, It IS anticipated that the $45,000 Annual Contnbutlons Contract will not require a budget adjustment It IS anticipated that there IS sufficient budget authonty currently available withm the current FY 98-99 approved budget at revenue account 12-620-264- 00000-0038-10758 and expense account 12-700-695-00000-7725-00000 Recommendations Staff recommends that the Housing Authonty authorize the Executive DIrector to sIgn an Annual Contnbutrons Contract for $45,000 with the Department of Housing and Urban Development Prepared by Jeff MathIeu, DIrector, Resource Management Department Bob Moncnef, Housing Manager Peter Mezza, HousIng CoordInator 2
