SUBJECT RecommendatIon to Adopt a Resolution Authorizing the Application for Grant
Funds from the Los Angeles County Department of Public Works Santa
Monica Bay Competitive Grant Program under Proposition A for Catch Basin
Inserts and a Kelp Forest Construction Project
INTRODUCTION
This report prov,des Information on the Los Angeles County Department of PublIc Works
Santa MOnica Bay Competitive Grant Program under PropositIon A (the Safe Neighborhood
and Parks Act) and recommends that the City Council adopt a resolution authorizing the
applIcation of funds for two projects (1) installatIon of catch basin Inserts to remove
contaminants In stormwater runoff, and (2) funds for a kelp forest construction project at the
breakwater near the Santa Monica Pier.
,Backqround
On November 5, 1996, Los Angeles County voters approved PropOSition A, the Safe
NeIghborhood and Parks Act The Act allocated grant funds for capital projects to be
awarded for the purpose of restoring and ImprovIng the Santa Momca Bay by redUCing the
tOXICity and/or pollutant load In runoff to the Bay Grant money IS available for capItal
projects which Will directly lead to a measurable reduction of runoff pollutants

In 1992, voters approved a sImIlar prOposition, the Safe NeIghborhood and Parks Act of
1992, for a total of $8 million for Santa MOnica Bay The City received three prior awards
totaling nearly $1 5 million for the Dry Weather Runoff Reclamation FaCIlity and other storm
water capital projects After two rounds of grant cycles for the 1992 and 1996 measures
there IS stIli In excess of $2 7 million for capital projects available
.DISCUSSION
The City proposed to submit two separate applicatIOns for Prop A funding for the follOWing
purposes
CATCH BASIN INSERTS ($121,700) - City staff proposes to Install Inserts Into a majority
of the stormwater catch basins In the City The Inserts are designed to capture trash and
debrrs before It enters the stormdrarn system The Inserts range rn type from boards or
screens covering the Inlet (much like some catch basins currently have) to baskets InSide
the catch basin, many of whIch are proprietary All Inserts Will be maintained by the
Wastewater DIvISion
FUNDS FOR KELP FOREST CONSTRUCTION PROJECT ($150,000) - The CIty WIll
contract With the Santa MOnica BayKeeper to construct a giant kelp forest and underwater
nature trail In conjunction With the Army Corps of Engineers planned reconstruction of the

breakwater near the Santa MonIca pier The BayKeeper has constructed and maintained
its own 10,000 sq ft test kelp site off of Palos Verdes This test site has allowed the
BayKeeper to test the most effectlve kelp forest construction techniques and track growth
patterns
An Authonzlng Resolution from the City Council demonstrating that the Council has
considered the proposed proJect( s) and has authonzed the filing of the applications IS a
requIrement of thiS grant application Adoption of the attached resolution satisfies thiS
requirement
BUDGET/FINANCIAL IMPACT
The total amount of 1996 Prop A funds requested IS $271.700 ThIS amount Includes
$121,700 for the catch basin Inserts. as well as $150,000 for the kelp forest construction
The grants, If approved, reqUIre a 15% match, which can be met through the provrston of
In-kind services such as project management and administration Staff anticipates that
these services can be proVided With currently budgeted resources For the kelp forest
construction, the Baykeeper has secured other grant funds that Will satisfy the match for
that project Staffwlil return to CounCil to accept any grant awards Any necessary budget
changes Will be proposed at the tlme of grant award The catch baSin Inserts that are
propnetary Will require a sole source contract at the time of purchase

RECOMMENDA TION
Staff recommends that that the CIty CouncIl adopt resolutions authorizing the application
of funds under the Los Angeles County Department of Public Works Santa Monica Bay
Competitive Grant Program under Proposition A for two projects (1) installation of catch
basin Inserts to remove contaminants In stormwater runoff, and (2) funds for a kelp forest

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
APPROVING THE APPLICATION FOR GRANT FUNDS FROM THE LOS
ANGELES COUNTY DEPARTMENT OF PUBLIC WORKS SANTA MONICA
BAY COMPETITIVE GRANT PROGRAM FOR CATCH BASIN INSERTS AND
A KELP FOREST CONSTRUCTION PROJECT

WHEREAS, stormwater runoff conveyed through storm drains and catch basins
flows directly to the ocean and contains significant amounts of pollutants Including litter,
debriS, heavy metals. OJls and grease, that contamInate the Bay, and.
WHEREAS. the people of the County of Los Angeles on November 5,1996, enacted

Los Angeles County Proposition A, Safe Neighborhood Parks Act of 1996 ('Proposltlonn),
which provides funds to publiC agencies In the County for, among other uses, the
restoratIon and Improvement of the Santa Monica Bay ("Bay") by measurably redUCing the
toxIcity of and/or pollutant load In urban runoff to the Bay, and,
WHEREAS, Sections 3 a 4 and 9 of the Proposition allocate funds for capital outlay
projects for the purpose of restoring and Improving the Santa Monica Bay, and,
WHEREAS, the Proposition authOrizes the Los Angeles County Department of
Public Works ("Department") to administer said funds, and,

WHEREAS, the Department has established the procedures governing applications
for grant funds under the Proposition, and,
WHEREAS, any Applicant selected for a grant award IS required to enter Into an
agreement with the Department for the performance of the project as descnbed In the -

applicatIon, and
WHEREAS, the City Intends to apply for grant funds and to use such funds for catch
baSin Inserts and a kelp forest construction project, and,
WHEREAS, the proJect(s) proposed by the City do not Include mitigation activitIes -
requIred under Federal or State law and are not for the purpose of flood control, and,
WHEREAS, the City will pursue all fundIng sources available to provide any
additional funds that may be required to complete the proJect{s) If the grant funds required
are InsuffiCient and Intends to maintain and operate the proJect(s) In perpetuity,
NOW, THEREFORE. THE CITY COUNCIL OF THE CITY OF SANTA MONICA
HEREBY RESOLVES AS FOLLOWS
Section 1 The filing of an applicatIOn with the Department for funds allocated under
Section 8 a . 6. and 14 of the ProposItion for catch baSin Inserts and a kelp
forest construction project IS approved
SectIon 2 The City Council certifies that the City of Santa MOnica Intends to pursue all
alternattve sources for additional funding for catch baSin Inserts and a kelp
forest construction project
Section 3 The City of Santa MOnica Intends to operate and maintain the proJect(s) on

a long-term basIs to the maximum extent practicable
Sectlon 4 The City Manager IS hereby appornted to act as the agent of the City of Santa
MOnica to conduct all negotIations and to execute and submit all documents
including, but not limited to, applications, agreements, amendments, payment -

City Manager may delegate authority to execute and submit documents
pertaining to the administration of the grant to City staff
Section 5 The City Council certifies that the City of Santa Monica and the Department -
