SU BJECT Recommendation to Award Bid to Furnish and Deliver Bulletproof Helmets
with Faceshlelds, Bid #2735
introduction
This report recommends award of bid to furnish and deliver bulletproof helmets with
faceshlelds for the Police Department In the total amount of $57,156 00, including
applicable sales tax
Background
Prior to developing the bid speCifications, staff reViewed data gathered for the Federal
government by H P WhIte LaboratOries Research determined the helmet and faceshreld
manufactured by RBR Armor, Inc to be supenor to those made by other manufacturers
and, therefore, the bid speCifications reqUired thiS manufacturer
In response to published Notices InViting Bids (published November 23 and 24, 1998) In
accordance With City speCifications, bids were received and publicly opened and read on
December 7 r 1998 Proposal forms were mailed to nme vendors and notices were
advertised In accordance WIth City Charter and MUniCipal Code proVISions Three
proposals were received as follows

These bulletproof helmets with faceshlelds will provide officers with an Increased level of
protection against firearms Helmets currently In use do not provide this protection
The bid submitted by All State Police Equipment Co Inc IS not for the RBR Armor, Inc
product as reqUIred by CIty specIfIcatIons Staff has evaluated the bId submItted by
Botach Tactical and finds that It meets City specifications
Budget/Financial Impact
Fiscal Year 1998-99 appropnatlon authority for thiS purchase IS In the Capital
Improvement Budget account number 20-730-304-20099-8900-99537, "Miscellaneous
Grants", which IS funded through Local Law Enforcement Block Grant (LLEBG) program
funds
RecommendatIon
It IS recommended that Council reject the bid submitted by All State Police Equipment Co
Inc and that the award of Bid #2735 be made to Botach Tactical In the total amount of
$57,15600. Includmg appllcabie sales tax, as the most responsible bidder
