Mann, Johnson, & Mendenhall I ntrod uctlon This staff report recommends that the City CounCil authorize the City Manager to negotiate and execute a professional services contract for CIP Project Management Services with Daniel. Mann. Johnson. & Mendenhall (DMJM) In an amount not to exceed $650.000 Background DUring the FY 1999 budget hearing. City CounCil authorized the hiring of professional services firms to undertake project management services on certain Transportation, CIVil Englneenng. and Architectural CIP projects All of the CIP projects fall Into one of these types (categories) of work (See attached list of proJects) Contracting thiS portion of the work Will permit Engineering DIVISion staff to complete other currently budgeted projects and perform other duties aSSigned to the DIVISion In a timely manner DISCUSSion A Request for Proposals was prepared and Issued to 27 firms On August 19, 1998, seven (7) fIrms responded, were shortllsted. and interviewed by the Selection 1 (,1 DEC 1 5 1998 CommIttee The Selection Committee consisted of the City Engmeer, a Senior CIvil Engineer, the AssIstant to the DIrector of Planning and Commumty Development, the Planning Manager, the Transportation FaCIlity, Maintenance and Vehicle Manager, and the Assistant to the City Manager for Management Services The Committee evaluated each firm for the three categones of work based on the followmg cntena 1) the technical competence of the firm and their understandmg of the scope of the proJect, 2) recent project experience that demonstrates their project management Skills, 3) past performance with the City and other agencies In meetmg schedules, controlling costs, responsiveness. and cooperation, 4) staffing capability for the City's tlmeframe, and 5) cost of their proposal For the CIVil Engineering and Architectural categones, the Committee IS recommending DMJM based on their past experience, understanding of the scope of work and competitive price The determination that DMJM's price IS competitive was made after comparison of their hourly rates and total cost with the other firms' proposals Due to the excessive cost proposals submitted In the Transportation Engineering category. staff IS not recommending any of the respondmg firms for thiS work It IS recommended that City staff manage the transportation projects through the first year of the prog ram In year two of the program, staff Will conSider outSide consultants for the work 2 BudgetlFlnanclallmpact FUNDS REQUIRED Contract $650,000 Contingency 50,000 Total $700,000 Funds totaling $700.000 are available In HCIP Project Management" account numbers 01-710-402-20099-8900-99910 $561,000 11-710-402-20099-8900-99910 $ 13,800 25-710-402-20099-8900-99910 $ 10,000 30-710-402-20099-8900-99910 $ 2.000 37 -710-402-20099-8900-99910 5113,200 Total $700,000 Recommend atlon Staff recommends that City CounCil 1 AuthOrize the City Manager to negotiate and execute a contract With Damel, Mann, Johnson. and Mendenhall (DMJM) In an amount not to exceed $650,000 for project management services on CIVil Engineering and Architectural CIP proJects, and 2 AuthOrize the City Engineer to Issue any change orders to complete additional work Within the budget authOrity Attachment List of Projects Prepared by Craig Perkins.
