Introduction
Th1s report trans~lts the attached resolut1on for
1.ntroduction and a public hear1ng thereon.
Background
A pet1tion signed by the requ1site number of el1g1ble
persons concern1ng an l.nit1at~ve charter amend~ent propos1ng
a system of rent control has qualif1ed for the ballot. This
resolut1on \nll allow the proposed amendMent to the charter
to be subm1.tted to the qual1.fied electors at the General Elect1.on
set for April 10, 1979.
It 1.5 necessary to hold an election to ~lll four (4)
seats on the Governlng Board of the Santa Monica Un1fled School
Dlstrict. This resolution wl1l consolldate the Governing Board
Electlon lnto ~~e General Munic1pal Election. Because the
boundaries of the school d1strict are not cotermlnous w1.th the
boundarles for the municipal election, a spec1.al procedure w1ll
have to be follO\ved to prov1de for notlce and ballots to those
voters \vho reside outslde the terr.l.tory of the munlcipal elect1on.

Recommendatlons
It 15 respectfully recommended that the City Council
of the City of Santa Monica introduce the attached resolut1on,
hold a pUblic hearing thereon and adopt this resolutlon. The
Clty Counell should declde lf It wants to appoint a COPlJInttee
to prepare arguments in opposition to Proposltion "C". The
deadllne for filing arguments will be 5:00 P.M. on
February 9, 1979.
