The attached resolutlon retalns the entlre procedure for maklng appolntments to Boards and COrnmlsSlons, except that nomlnatlons are to be subm~tted to the Clty Clerk rather than the Clty !lanager. Background At its regular meeting of April 27, 1976. the City Council adopted Resolution No. 4739 iCeS) regarding procedures for making appointments to public boards and commissions. Section 1 D provides that: "All nominations shall be submitted to the City Manager's Office no later than 12 o'clock noon the Wednesday preceding the Council meeting when the appointment is to be made. No Council Member shall submit the name of more than one applic,ant to fill each vacancy. Prior to submitting the name of his nominee - to fill such vacancy. the Council Member shall determine that the person nominated will serve if appointed. 11 Since the process for submitting nominations and making appointments to public boards and commissions are fairly definitive in this resolution, and since the City Clerk under other sections of the resolution has the responsibility for preparation and publication of a public notice of vacancies on boards and commissions of the City, it is felt that the City Council should submit their .. .. . - ~ - ~ - . . . . ... -~- - - TO: Mayor and Ci_nCil - May no, 1977 .' - ~ I .. ~ . -2- nominations directly to the City Clerk's Office rather than the City Manager's Office. Alternatives 1. Z. Amend Resolution 4739 (CCS) to provide that all nominations shall be submitted to the City Clerk no later than 12 o'clock noon the Wednesday preceding the Council meeting wh~ the appointment is to be made. Said publ1.cation shall be made not less than thlrt:y (30) days pr10r to the date a vacancy 1S to occur 1.n those cases where the vacancy occurs as a result of the eXp1ratlon of the term of apPo1.ntment, and where practlcal, like not1ce shall be published where a vacancy othenvlse occurs. Such not1ce shall request any lnterested party to submit his or her name and qualifications to the City Clerk.
