SUBJECT: RESULTS OF MUNICIPAL ELECTION HELD JUNE 7, 1988
INTRODUCTION
This report transmits a resolution for adoption approving the
results of the Municipal Election held June 7, 1988, consolidated
with the statewide primary Election conducted by the county of
Los Angeles, at which election there were submitted to the voters
the following: Propositions J, K, L, M, N, and 0, and election
of two Rent Control Board members.
The canvass has been
completed
by
the
Office
of
the
Los
Angeles
County
Registrar-Recorder and certification has been received.
RECOMMENDATION
It is recommended that the city Council adopt the attached
resolution approving and adopting election returns for the
Municipal Election held on June 7, 1988.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
APPROVING AND ADOPTING THE CERTIFICATION OF ELECTION RETURNS FOR
PROPOSITIONS J, K, L, MJ N, AND 0, AND TWO RENT CONTROL BOARD
MEMBERS IN SPECIAL MUNICIPAL ELECTION HELD IN CITY OF SANTA
MONICA, CONSOLIDATED WITH THE STATEWIDE PRIMARY ELECTION HELD ON
JUNE 7, 1988
WHEREAS, Propositions J, K, L, M, N, and 0 and election of
two Rent Control Board members were submitted to the voters of
the City of Santa Monica at a special electioh consolidated with
the Statewide Primary Election held on Tuesday, June 7, 1988, and
conducted by Los Angeles County; and
WHEREAS, the total number of votes cast for and against said
propositions and for two members of the Rent Control Board have
been
calculated
and
certified
by
Charles
Weissburd,
Registrar-Recorder of the County of Los Angeles,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
RESOLVES AS FOLLOWS:

SECTION 1.
The vote total, as certified to by Charles
Weissburd, Registrar-Recorder of the County of Los Angeles, shall
be and is hereby approved and adopted as the formal vote count of
the City of Santa Monica regarding Propositions, J, K, L, M, N,
and 0 and two members of the Rent Control Board.

SECTION 2. The total number of ballots cast in the city of

Santa Monica was 27,801. The certifications of votes cast for
and against each measure and for each candidate are attached as
follows: Exhibit A reports the number of ballots and votes cast
in the City for candidates: and Exhibit B reports the number of
ballota and votes cast in the City for measures.
SECTION 3. The following measures were voted upon:
PROPOSITION J. Shall the City Charter be amended by
adding Sections 1405-1407 to change the current City
Council election procedures by providing for election of
members to the City Council by numbered offices?
Proposition J was not adopted.
PROPOSITION K. Shall the City Charter be amended by
adding Section 1905 to increase the city's expenditure
authorization oy $6,000,000 for each fiscal year during
the four year period ending Jurte 6, 1992, for the purpose
of maintaining and providing increased pOlice and other
protective services, for improving the safety of streets
and neighborhoods, and for encouraging public involvement
in the reduction of crime?
Proposition K was adopted.
PROPOSITION L. Shall the City Charter be amended by
adding Section 1906 to increase the city I s expenditure
limitation by $9,500,000 for each fiscal year during the
four year period ending June 6, 1992, for the purpose of
capital improvements and outlays for certain specified
purposes including parks, pier preservation and
improvement, street lighting and street maintenance,
libraries and police facilities?
Proposition L was adopted.
PROPOSITION M. Shall the City Charter be amended by
adding section 2015A to increase the city's expenditure
limitation for each fiscal year during the four year
per iod ending June 6, 1992, by an amount equal to the
monies received from landlords in connection with
tenant-approved conversions of rental units to be used

for the purpose set forth in the Tenant ownership Rights
Charter Amendment?

Proposition M was adopted.
PROPOSITION N. Shall Section 602 of the City Charter be
amended to increase the monthly reimbursement for
Councilmembers from $50 per month for Councilmembers and
$150 per month for the Mayor to $600 per month for
_ Councilmembers and $ 700 per month for the Mayor and to
provide that the City Council may, by ordinance, increase
those amounts once annually not to exceed either the
amounts paid Councilmembers under state law in general
law cities of the same population as the City of Santa
Monica or five percent of the amount in effect at the
time of passage of the ordinance?
Proposition N was not adopted.
PROPOSITION o. Shall section 1005 of the city Charter be
amended to allow the City Council, by ordinance, to
provide for compensation of planning Commissioners in the
amount of $25 per meeting not to exceed $100 per month
and to provide that the City Council may, by ordinance,
increase this amount by the annual increase in the
Consumer Price Index?
Proposition 0 was adopted.
SECTION 4. The following persons were elected members of
the Rent Control Board for unexpired terms ending November 8,
1988.

SECTION 5.
The City Clerk shall immediately make and
deliver to each of such persons so elected a Certificate of
Election signed by the City Clerk and duly authenticated; the
Ci ty Clerk shall also administer to each member elected to the
Rent Control Board the Oath of Office prescribed in the

Constitution of the State of California and shall have them
-" subscribe thereto and file the same in the office of the City
Clerk. Whereupon, each and all of said persons so elected shall
be indicted into the respective office to which they have been
elected.
SECTION 6. The City Clerk shall certify to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.
