SUBJECT: Consolidated Municipal Election
Presented for the meeting of June 30, 1992 is a resolution
reciting the fact of the Consolidated special Municipal Election
held on June 2, 1992 and declaring the result.
RECOMMENDATION
It is respectfully recommended that the City Council adopt the
accompanying resolution.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA RECITING THE FACT OF THE
CONSOLIDATED SPECIAL MUNICIPAL ELECTION HELD ON
JUNE 2, 1992, DECLARING THE RESULT AND SUCH
OTHER MATTERS AS PROVIDED BY LAW
WHEREAS, a consolidated Special Municipal Election was held
in the city of Santa Monica on June 2, 1992, as required by law;
and
WHEREAS, notice of election was glven in the time, form,
and manner as provided by law; votlng precincts were properly
established; election officers were appointed; in all respects
the election was held and conducted and the votes were cast,
received and canvassed and the returns made and declared in the
time, form, and manner as required by the provisions of the
Elections Code of the State of California; and
WHEREAS, pursuant to Resolution Number 8367 (CCS) adopted
March 3, 1992, Charles Weissburd, Registrar-Recorder of the
County of Los Angeles, canvassed the returns of the election and
has certif ied the results to the city councll, the results are
received, attached and roade part hereof as E>chlbit IIA,II
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:

SECTION 1. That the vote total, as certified by Charles
Weissburd, Registrar-Recorder of the County of Los Angeles, shall
be and hereby is approved and adopted as the formal vote count of
the City of Santa Monica for said measures.
SECTION 2. Tha t the number of votes cast in the City of
Santa Monica, except absent voter ballots, was 24,548. That the
number of absent voter ballots cast in the City was 3,209, making
a total of 27,757 votes cast in the City.
SECTION 3. That the number of votes cast in the County of
Los Angeles, except absent voter ballots, was 1,306,543. That
the number of absent voter ballots cast in the County was
226,130, making a total of 1,612,673 votes cast in the County.
SECTION 4. That the measures voted on at the election were
as follows:
PROPOSITION K. Shall city Charter Sections
2001, 2002, 2003, 2004, 2009, and 2012 be amended
and sections 2003A and 20l5B added to the city
Charter to provide greater tenant protections in the
Tenant Ownership Rights Charter Amendment (TORCA) ,
to change the use to which TORCA tax funds may be
used and to increase the City'S expenditure

limitation for each fiscal year during the four year
period ending June 1, 1996?
PROPOSITION L. Shall the City Charter be
amended by adding Section 1907 to increase the
City'S expenditure limitation by $24,500,000.00 for

each fiscal year during the four year period ending
June 1, 1996, for the purposes of maintaining and
providing increased police services, for aid to
public schools, for maintaining basic city services,
and for other specified purposes such as capital
improvements and outlays for parks, street lighting,
libraries and police facilities?
SECTION 5. That as a result of the election, the voters
voting on the measure amending City Charter Sections 2001, 2002,
2003, 2004, 2009, and 2012 and adding Sections 2003A and 2015B to
the City Charter to provide greater tenant protections in the
Tenant OWnership Rights Charter Amendment (TORCA) , to change the
use to which TORCA tax funas may be used and to increase the
City's expenditure limitation for each fiscal year during the
four year period ending June 1, 1996, did vote in favor of it,
and it shall be deemed adopted and ratified.
SECTION 6. That as a result of the election, the voters

SECTION 7. That the city Clerk shall enter on the records
of the city council of the City, a statement of the result of the
election showing: (1) the whole number of votes cast in the City;
(2) the measures voted upon; (3) the number of votes given at
each precinct, and for and against each measure; and (4) the
total number of votes given for and against each measure.
SECTION 8. The City Clerk shall certify to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.
