SUBJECT: An ordinance author1zing certain election procedures
Introduction
Th1S report subm1ts an ord1nance for 1ntroduction and adopt1on
prov1ding for several necessary procedures for the conduct of
the Special Municipal Elect10n to be held on Xovember 6, 1979.
Background
The City Councll nor~ally appolnts and flxes compensatlon for
election offlcers, fIxes precInct boundaries and publishes pre-
clncts, polling places and na~es of members of precInct boards.
In order that these functions be completed by the Los Angeles
County Election Department, it 1S necessary that an ordinance be
adopted.
Recommendation
It IS recommended that the attached ordlnance be introduced and
adopted.

WHEREAS, a Speclal MunicIpal ElectIon has been called
for Novenber 6, 1979 to fill a CouncIl vacancy and to vote on a
~easure kno~n as ProposItion Q which would aNend Charter XVIII,
and
~HEREAS, saId munICIpal electIon is beIng held concur-
rentlv wlth a Speclal Statet,ide ElectIon whIch IS also scheduled
for Xove~ber 6, 1979, and
WHEREAS, SectIon 22803 of the CalIfornIa ElectIons Code
requires that the governIng body appOInt and fix compensatIon
ror electIon officers and Section 23312 of the CalIfornIa State
Election Code go\'erns the publIcation of preCIncts, polling places
and names of menbers of precinct boards.

SECTIO~ 3. The Reglstrar-Recorde! of the County of
Los Angeles 1S hereby authorlzed to publlSh a descrlptlon of con-
solidated precincts, polllng places and nanes of menbers of pre-
Clllet boards.
SECTIO~ 4. The canvass of the election IS to be made
by the Clty Clerk prlor to the flrst Tuesday after the electlon
and shall certlfy the results to the governIng body on the flrst
Tuesday after the election.
SECTIO~ 5. As thIS ordInance relates to the conduct of
an electlon, It shall be effective Innedlately, pursuant to
Section 619A of the CIty Charter.
SECTIO~ 6. If any sectlon, subsectIon, sentence, clause,
or phrase of thIs ordInance is for any reason held to be invalId
or unconstltutlon31 be a declslon of any court of competent JurIS-
diction, such deciSIon shall not affect the validity of the re-
nalnlng portions of the ordInance. The City CouncIl hereby de-
clares that 1t would have passed thIS ordinance and each and every
section, subsection, sentence, clause or phrase not declared In-
valld or unconstitutional WIthout regard to whether any portIon of
the ordlnance ~ould be subsequently declared InvalId or uncon-
stltutional<

SECCION 4. El reglstro de la eleccion sera hecho par la Se-
cretaria ~uniclpal anterIor al primer martes despues de la elecclon
y certificara IDS resultados al cuerpo gobernante e1 primer martes
despues de la eleccion.
SECCION 5. Como esta ordenanza esta relaclonada con 1a conduc-
Clan de una eleccion, tal sera efectiva inmediatamente, de acuerdo
con la SeccIon 619A de 1a Carta Constituclona1.
SECCIO~ 6. Si cualquier secci6n, subsecclon, oraclon, c1ausala
o frase de esta ordenanza par cualquler razon es determinada ser In-
valida 0 anticonstituciona1 par una decision de cualquler trIbunal
de ]uridiccion competente, tal decision no afectara 1a validez del
resto de las porciones de la ordenanza. El Conclllo MunicIpal par
este medio dec1ara que hubIera aprovado esta ordenanza y cada una
y todas las seCCIones, subsecclones, oraciones, c1ausalas 0 frases
cuales no son declaradas lnvalldas 0 antlconstltuclonales SIn cui-
dado al hecho que cualquler porclon de 1a ordenanza puede ser sub-
secuentemente declarada Invalida 0 anticonstltuclona1.
SECCIO~ 7. El Alcalde fIrmara y la SecretarIa ~lunicipa1 ates-
tara a la aprovacion de esta ordenanza. La SecretarIa MunicIpal
