Li"--" . !t.! .. , F tt ' i::;! ,''''''''-___..- _ s , FROH: Clty Attorney SUBJECT: Third Year Grant Applicatlon Law Enforcement ASSlstance Administration Introductlon The Clty Attorney's Offlce has a Legal Planning Unlt WhlCh is funded in part from monles made avallable pursuant to the Crlme Control Act of 1973, PL 93-83, admlnistered by the state office of Crimlnal Justlce Planning (OCJP) . A three-year contract was approved by the Clty CounCll and executed by the Clty Manager on behalf of the Clty. The Legal Plannlng Unlt has completed and exhausted funds for the first and second years of the grant contract. Slnce the contract calls for a flve percent (5%) hard match of funds by the City, a resolutlon authorizing that appropriation and authorlzing the Clty Manager to execute the applicatlon for third year grant funds must be approved. Background Flrst year fundlng under the grant base salary and beneflts was $59,714, wlth Clty hard match $2,985.70; Second year fundlng for base salary and beneflts was cut by the state and totaled only $12,396, wlth a Clty hard match $619.80. We are asklng for a slight lncrease lnthe base salary and beneflts -1- ~I NOV 2 2 1977 - - --- ~ . CA 77-144 - . . ~ package for the th~rd year from $12,396 to $19,409. This results 1n an 1ncrease in the Clty'S hard match in the amount of $350.65. The hard match by the C1ty, then, for the th~rd year of the ?rant, wll1 total $970.45. We feel that thlS lncrease is necessary to mainta~n the Plann~ng Unlt performance and in order to adequately compensate the unit staff member for his expertlse. The attorney who compr1ses our un~t staff, beSldes discharg~ng h1S respons~blllt1es under the grant (reporting, superv1slon, 1mplementat1on of grant goals, etc. ) also performs full-t~me prosecutorial dut1es 1n the Santa Mon1ca Mun1c1pal Court. Alternatives 1. If the Grant amount 1S cut back agaln or remalns the same as the second year sum, It will be d1ff1cult to attract top-cal1bre professionals to work under the Grant. The full amount requested 1n the resolut1on should be approved. 2. If the Grant 1S not approved for appllcat10n to OCJP, the C1ty would have to immediately appropriate a full base salary and beneflt package for an attorney to assume the prosecutor1al dut1es of the LEAA staff attorney.
