SUBJECT: Ordinance Adding sections 2230 and 2231 to the

At its meeting on July 28, 1987, introduced for first
reading an ordinance adding sections 2230 and 2231 to the Santa
Monica Municipal Code to create a Cultural and Recreational
Services Department. The accompanying ordinance is now presented
to the City Council for adoption.
RECOMMENDATION

SECTION 1. section 2230 is added to the Santa Monica

SECTION 2230. Cultural and
Recreation Services Department. Pursuant
to Section 702 of the city Charter, there
is hereby created a department in City
government to be known as the cultural and
Recreation Services Department. within
the Cultural and Recreation Services
Department shall be the Civic Auditorium,
Recreation and Parks Department, and Arts
Commission staff.
SECTION 2. Section 2231 is added to the Santa Monica
Municipal Code to read as follows:
SECTION 2231- Department Head and
Duties. The head of the Cultural and

the Director of Cultural and Recreation
Services. The Director of Cultural and
Recreation Services shall coordinate and
supervise the civic Auditorium, Recreation
and Parks Department, and the Arts
Commission staff.
SECTION 3. Any provision of the Santa Monica Municipal
Code or appendices thereto inconsistent with the provisions of
this Ordinance, to the extent of such inconsistencies and no
further, are hereby repealed or modified to that extent necessary
to affect the provisions of this Ordinance.
SECTION 4. If any section, subsection, sentence, clause,
or phrase of this Ordinance is for any reason held to be invalid
or unconstitutional by a decision of any court of any competent
jurisdiction, such decision shall not affect the validity of the
remaining portions of this Ordinance. The city council hereby
declares that it would have passed this Ordinance, and each and
every section, subsection, sentence, clause, or phrase not
declared invalid or unconstitutional without regard to whether
any portion of the Ordinance would be subsequently declared
invalid or unconstitutional.
SECTION 5. The Mayor shall sign and the City Clerk shall
attest to the passage of this Ordinance. The city Clerk shall
cause the same to be published once in the official newspaper

SUBJECT: Ordinance Adding Sections 2230 and 2231 to the

In connection with the adoption of the 1987-88 city Budget,
the City Council created the Cultural and Recreational Services
Department. The accompanying ordinance is presented to the City
council for its consideration to implement the budget action.
The accompanying ordinance adds Sections 2230 and 2231 to
the Santa Monica Municipal Code. section 2230 creates within
City government the Cultural and Recreation Services Department.
Section 2231 provides that the head of this new department shall
be the Director of Cultural and Recreation Services.
RECOMMENDATION
It is respectfully recommended that the accompanying
ordinance be introduced for first reading.

Development and ResolutIon establIshing salary for
CommunI ty and Ne i ghborhood Serv ices Manager
IntroductIon
ThIS report descrIbes a proposed reorganIzation of the CommunI ty
and EconomIC Development Department in response to CIty Council
concerns expressed In FY 1983-84 budget hearIngs and the
Department's Performance ObjectIves for this fIscal year. The
reorganIzatIon WIll promote effICIent coordinatIon of maJor
functIonal actIVItIes of the Department, particularly CIty
plannIng, communi ty development and economic development. The
report summarIzes the responsibIlItIes of the existIng
organIzatIon, descrIbes recent organIzational analYSIS undertaken
pursuant to City CounCIl request, and recommends a
restructurIng of dIVISIons WIthIn the Department. All proposed
modIfIcations can be accomplIshed without addItIonal budget
approprIatIon and WIthIn authorized staffing levels. CounCIl is
asked to approve the reorganIzatIon In concept, approve the
attached claSSIfIcatIon speCIfIcatIon revisions, and adopt the
attached ResolutIon establishIng the salary for the Communi ty
and NeIghborhood Services Manager.

In AprIl 1982, the CIty Council unanImously adopted Ordinance No.
1249 (CCS) amending SectIon 2226 of the MunicIpal Code and
created a new Department of CommunIty and EconomIC Development to
Include the HOUSIng OffIce, CommunI ty and NeIghborhood SerVIces
OffIce, EconomIC and Redevelopment OffIce, PlannIng Department
and BuildIng Department. This consolidatIon of related lIne and
staff functIons follows a recognIzed trend In CItIes and counties
throughout the natIon to develop an umbrella organizatIon for
better coordInation of closely related munICIpal plannIng and
implementIng organIzational unIts. In September 1982,
responsibIlIty for Santa MonIca pier was transferred to the
Department. During the past eIghteen months, the Department of
Carom un 1 ty and EconomIC Development has hIred Its authorIzed
complement of staff and now includes the follOWIng eight
dIVISIons. ThIS confIguratIon is Illustrated In Exhibit A.

ThIS dIviSIon includes the DIrector of Community and
EconomIC Development and hIS ImmedIate admInistrative
staff who are responsIble for development, coordInation
and management of all departmental programs, close
coordInatIon WIth other unIts of CIty government and
the publIC.
0 Program and Policy Development (PPD)
PPD combInes tradItIonal long range CIty plannIng
actiVItIes (e.g., maIntenance of the CIty's General

The Planning Department Implements the CIty'S land use
and development policies by processing development and

o BuildIns Department
The BuildIng Department enforces CIty and State laws
governing the construct1.on, renovatIon and maIntenance

staff aSSIstance to two Appeals Boards and the BUIlding
and Safety CommIssion.
o CO!EffiunIty and Neighborhood Services (CNS)
CNS IS responSIble for planning and Implementing the
CIty'S CommunIty Development Program whIch Includes
operatIng grants to communIty serVIce organIzatIons and
CommunI ty Development Block Grant funding for eligIble
capItal proJects. ThIS DIVISIon also l.ncludes the
CIty I s Office for the Disabled, CommunIty Crime

PreventIon Program and coordinates the CI ty's Women and
MinorIty Busl.ness EnterprIse Program. CNS provIdes
staff aSSIstance to the SocIal ServIce CommISSIon and
conducts assessments of socIal service Issues as
requested.
0 Houslng
The HousIng DIvision IS responsible for developIng,
admInisterIng and monItoring all City housing programs,
partIcularly those Intended to serve low and moderate
Income residents. ThIS DIVl.SIon coonhnates a variety
of fInancing sources and publIC programs and provIdes
staff assistance to both the Cl.ty's HousIng Authority
and HousIng CommissIon.
o EconomIc Development
ThIS DlvISIon IS responSIble for plannIng and
implementIng a munIcIpal economIc development strategy
and for the dally operatIon of the CI ty's Redevelopment
Agency, includIng project management for the Downtown
and Ocean Park Redevelopment Project areas. ThIS
DIVIsIon has responSIbIlity for implementl.ng the ThIrd
Street Mall work program and the recently adopted
Airport plan. The EconomIc Development Divisl.on WIll
provIde interim staff asslstance to the new Thirj
Street Development CorporatIon. The DIvisIon also
represents the CIty I S Interests In negotIatIons
Involving signlfl.cant busIness or real estate
development projects.

o PIer Development and Operations
In September, 1982, responsIbIlIty for Santa Monl.ca
PIer was transferred from the City Maoager1s Office to
the CommunIty and EconomIC Development Depa r tmen t.
OrigInally thIS Dlvislon was responsIble only for dally
PIer busl.ness management actlvitl.es. However, Slnce
the 1983 winter storms, a new PIer Development Dlvision
has assumed responslbillty for coordl.natlng all
reconstructlon planning and flnancIng. Staff provides
assIstance to the Pler Task Force and the new PIer
Restoration CorporatIon.
In all, the Department includes 48.8 full tIme personnel and has
an adopted budget of $11.9 mIllIon, of which 85% is SpecIal
Revenue and EnterprIse Funds.
Durlng the FY 1983-84 budget reVlew, the CIty CouncIl commented
on the number of cost centers wIthin the Department and directed
the AdmlnIstration DIvislon to assess the effectlveness of the
Oepartment1s organlzatlonal structure as one of ltS flscal year
objectlves. A work plan to accomplIsh this obJectIve was
incorporated Into the adopted FY 1983-84 budget.

In response to the Councll1s request for a review of the
Oepartment1s organlzatlonal structure, and In antlclpation of the
PlannIng Director's retIrement and the eventual transfer of the

CorporatIon, the Community and EconomIC Development DIrector
initIated several actIons to assess the organizatl.on.
At the request of the Department DIrector, the Management
Services Division of the City Manager's OffIce conducted a
prelIminary analysis of the Department In August, 1983, focusIng
on the flow of Intra- and inter-Departmental InformatIon and the
Department's work systems.
The Department Director and dIvision managers also engaged In one
all-day and a separate half-day self-assessment rneetl.ng. The
former was facl.lltated by senIor staff of the NatIonal Community
Development Associatl.on which provides trainIng and technIcal
assistance to SImIlar departments throughout the UnIted States.
FInally, the Director has met indIvIdually with all diVIsIon
managers to discuss optIons for reorganIzation.
These assessments concluded that certain organizatl.onal
dIffIcultIes were attributable to the relatIve newness of the
Department, the wide range of operatIons undertaken and the hIgh
prIority, complex and far-reachIng nature of the prOJects
regularly handled by the Department. A number of observations
and recommendations were offered to Improve communicatIon among
DIviSIons wIthin the Department, between the Department and other
CIty DIVIsIons, and between the DIrector and DIVISIon Managers.
Most of these suggestions have already been Implemented.

Prom the above actIvItIes, 1 t was determined that any
reorganIzatIon of the Department should seek to accomplIsh the
follOWIng objectIves:

maXImum effIciency and Improve quality of work
produced or services delivered.
0 Improve Internal systems by groupIng SImIlar
functIons to provIde more senIor staff oversIght and
accountab ill ty.
0 Enable the Department to achieve its stated
obJectives and InItIate new programs and Ideas.
0 Achieve budget economIes wherever possible.
0 Improve public access to InformatIon and
partIcIpatIon In maJor development activltles.
Changes to Department's Organizational Structure
In order to address the obJectIves outlIned above, the
reorganizatIon WIll consolIdate the daily management of the
Department by groupIng dIVIsions WIth related and closely
InteractIng responsibIlIties into three functIonal unIts which
r?tlect future operatIng needs and Departmental prIorItIes. This
organIzational framework 1S SImilar to that of the General
SerVIces Department In WhICh several dIvisions make up the
MaIntenance UnIt whIle several others are grouped to form the
EnterprIses UnIt, etc. In thIS Department, a CIty Planning UnIt,
CommunIty Development UnIt and an EconomIc Development UnIt,
along WIth the AdmInIstratIon DIVISIon, WIll accomplIsh thIS
coordInated management. The existIng dIviSIon managers wIll
retain responsIbilIty for dally operations and fulfillIng the

performance obJectIves wIthIn the adopted budget. ThIS
confIguratIon is Illustrated in ExhIbIt B.
0 The CIty Plan~inLUnl t, to be managed by the Planning
DIrector, WIll Include the Program and Policy
Development DIviSIon, the PlannIng Department and, for
coordInating purposes, the BUilding Department. ThIS
unIt re-unItes the full spectrum of CIty plannIng
actIVItIes: long-range planning, POlICY analYSIS and
research, "currentn or shorter-term plannIng, land use
control admInistraton and bUilding CaGe administration.
The Planning DIrector will be responsIble to the
Department DIrector for the work of each division within
the City Planning UnIt, In addition to the duties
enumerated in Sections 2210 and 2211 of the MuniCipal
Code. The Program and Policy Development DIVIsion WIll
be speCifically aSSigned responsibilIty for publiC
information/partiCipation for maJor development.

CommunIty and Neighborhood Services DiViSion and the

coordInation already required between them, Including
management of multIple CDBG-funded publIC programs and

arrangement IS SImIlar to the u. S. Department of
Housing and Urban Development, as well as state and
local agencIes throughout the natIon. In December 1983,
the CIty Counc il approved a number of housing programs
and approved additional staff to Implement these
programs.

existIng economIC development and redevelopment
actIvItIes but will be alIgned Internally on a project
manager basis under the dIrectIon of the Economic
Development Manager who wIll report dIrectly to the
Department Director. IndIvIdual projects managed by
this unIt are Ocean Park Redevelopment Project, the
ThIrd Street Mall RevItalizatIon Project, the AIrport
and the CIty'S Farmers Market.
Because the functIons of the PIer Development and PIer OperatIons
DIVISIons will soon be transferred to the PIer RestoratIon
CorporatIon, these dIVISIons are only temporarily linked to the
Department as Illustratd by the dotted line In ExhIbI t B.
The PlannIng Director, Commun 1 ty and NeIghborhood Services
Manager, and EconomIC Development Manager wIll advise the
CommunIty and EconomIC Development DIrector on all actIVIties
WIthIn theIr respectIve scopes of responsIbIlIty, and will assist
the DIrector In coordinatIng the broad range of Department
actIVItIes.

Only two personnel act10ns are required to 1ffiplement the above
reorgan1zat1on plan. F1rst, recrUl.tment of an 1ndiv1dual to
replace the CItylS retlring Plann1ng Dlrector. The Personnel
Oepartment has begun open and compet1tlve recru1tment and testing
w1ll be undertaken shortly w1th the obJective of complet1ng the
selectlon process as soon as posslble. No Councll action 1S
necessary.
The second requlred personnel actlon results from the 1ncreased
scope of responsibllity assigned to the COIDTflunlty and
Neighborhood Serv1ces Manager. The Personnel Department has
rev1sed the classification SpeCl.f1catlon to reflect these dutl.es
and evaluated posltions ln other cltles and lnternal salary
relatlonships to determlne a salary level WhlCh appropriately
reflects the added responslbility of managlng the Communlty
Development Un it. The Personnel Department has recommended that
the salary level of the Community and Neighborhood Servlces
Manager be set at $3,567 per month at the "Ell step, a HJ%
l.ncrease above the currently authorlzed salary.
After gaInl.ng some operational experl.ence under thl.s
organIzational structure l.t may be necessary to realign some
operatIonal and admlnlstratl.ve respons1bl.l1t1es wlth1n the
Plann1ng Department. Should thIS become necessary. the Personnel
Department will develop amended classl.flcation specIflcatlons and
recommend an approprlate salary level for approval of the
Personnel Board and Clty Council at a later date. Finally, the

... CIty Attorney should be dIrected to prepare such ordInances as
may be necessary to effectuate this reorganIzation.
FIscal/Budget Impacts
No addItIonal approprIation 15 needed for thIS fIscal yea r.
FundIng will be accomplIshed through InterdIVIsIonal transfers
and salary saVIngs. Also the reorganIzatIon described above wi 11
result In vIrtually no net Increase In the Department's FY 1984-
85 bUdget. The reorganIzatIon results In no net Increase above
the staffIng level of 48.8 full time pOSItions authorIzed for
thIS fiscal year.
RecommendatIons
It IS recommended that the CIty CounCIl approve in concept the
proposed reorganIzation plan outlIned In thIS report; adopt the
attached Salary Resolution adJustIng the salary level of the
CommunIty and NeIghborhood SerVIces Manager to $3,567 per month
(Step E) and approve the attached claSSIficatIon speCIfIcatIon
WhICh reflects the new dutIes of that positIon; and dIrect the
CIty Attorney to prepare such ordInances as may be reqUIred to
Implement the reorganIzatIon as presented 10 this staff report.

Services Division of the Community and Economic Development

TYPICAL DUT IES :
Plans, organizes, and coordinates programs and projects
for community and neighborhood services, including the

Formulates and recommends policies and procedures for the

Conducts community needs assessments and assists in the

Minimum Standards: Applicant must be able to demonstrate

training and supervision; and principles and techniques of

Addlng Dlvislon to Department of General Services
At its meetlng on May 10, 1983, the City Council directed
the C~ty Attorney to prepare an ordinance to create a new
divlsion within the Department of General Services. In response
to this direction, the accompanying ordinance has been prepared
and lS presented for consideratlon by the City Councll.
Currently, the Department of General Services consists of
four divl.sl.ons: Engineering; Maintenance; Utltllltles; and
Municipal Solar Utllity. The Englneering, Mal.ntenance, and
Utlllties Divislons are establl.shed ~n MUn1Cl.pal Code Section
2201; the Municlpal Solar Utlll.ty is establ1shed 1n Municipal
Code Sectlon 2203.
At l.ts meetlng on May 10, 1983, the C1ty Councll approved a
staff recommendat1on to create a Parkl.ng and Traffic Englneering
Divlsion as a separate divl.S1On from Engineering. In order to
accomplish thl.s obJectlve, the accompanying ordinance amends
Municipal Code Section 2201 to add Parking and Traffic
Englneering as an additional division.

AMENDING MUNICIPAL CODE SECTION 2201

THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES ORDAIN AS
FOLLOWS:
SECTION 1. Section 2201 of the Santa Monica Municipal Code
lS amended to read as follows:
Section 2201. Functions of
Department. The Department of General
Services shall be composed of the
follow~ng divisions:
( a) Engineering Divlslon.
(b) Malntenauce D~vislon.
(c) Utilltles Division.
( d) Park~ng and Traffic Englneer-
ing Divislon.
The department shall coordinate and
supervise the exercise of all the

SECTION 2. Any provision of the Santa Monica Municipal
Code or appendlces thereto inconslstent with the provlS1ons of
thlS ordinance, to the extent of such inconslstencies and no
further, are hereby repealed or modlfied to that extent necessary
to affect the provisions of this ordlnance.
SECTION 3. If any sect~on, subsect~on, sentence, clause,
or phrase of this ordinance is for any reason held to be lnvalid
or unconstltutional by a decision of any court of any competent
jurlsdiction, such decision shall not affect the val~dity of the
rema~ning portions of the ordluance. The City Council hereby
declares that it would have passed this ordinance and each and
every sect1on, subsect~on, sentence, clause or phrase not
declared invalid or unconstltutional without regard to whether
any portlon of the ordinance would be subsequently declared
~nvalid or unconstitut1onal.
SECTION 4. The Mayor shall sign and the Clty Clerk shall
attest to the passage of th~s ord1nance. ThlS City Clerk shall
cause the same to be publlshed once in the offlcial newspaper
wlthln 15 days after its adopt1on. The ordinance shall become
effective after 30 days from its adoption.

Introductlon
ThlS report presents a staff analysis and makes recommendatlons
regarding lmplementatlon plans of the Ralph Andersen and
Assoc1ates study of the General ServIces Department.
Background
In August 1982 the City Counc1l authorIzed the CIty Manager to
engage Ralph Andersen and Associates to perform an organlzatlon
and management study of the General Services Department at a cost
of $16.500 plus out-of-pocket expenses. The report was submitted
to the staff 1 n Janua ry and on January 11. 1983. the results of
the study were transmItted to the City Council and a study seSSIon
was hel d.
The staff has evaluated the recommendations WhlCh were made 1 n the
study and has prepa red an 1mplementation plan WhICh shows to what
extent each of the recommendatIons are planned to be Implemented.

The maJor Items WhICh are recommended to be Implemented are as
follows:

management report 1 ng and improving project management
systems.

3. Consolldate Energy Management and Conservatiol1 wlth
Admln1stratlon staff. ThlS wlll 1mprove the abilltles of
the general adm1nlstratlon staff to do analyses of
eXlsting operatlons and to make better short-range and
long-range planning decisions.
4. Reduce three posltions for WhlCh there are l1mlted need
(a 11 of which are vacant) and add three posltions wh 1C h
are needed because of new tasks and new serVlce demands.
As dlscussed at the Councll study seSSlon, the staff does not
propose to Shlft refuse collect1on from Malntenance to Enterprlses
as recommended 1n the study. ThlS 1 S because whlle the fundlng i s
from user fees and thus an enterpn se, the work i s very closely
related t 0 t4 e c h a n 1 c a 1 Malntenance and thus staff recommends that
Refuse and Recycllng cont1nue to be 1n the Malntenance D1vlsion.
The staff has performed a cost analysls of the 1mplementatlon plan
and has found that the lncreased costs to the General Fund 1 s
approxlmately $5,000 annually. The lncreased cost to the
Enterprise Fund wlll be approxlmately $41,000 annually.

THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
ORDAIN AS FOLLOWS:
SECTION 1. Sections 2226 and 2227 of the Santa Monica
Municipal Code are amended to read as follows:
Sectlon 2226. Communlty and
Economic Development Department.
Pursuant to Section 702 of the City
Charter, there 1S hereby created a
department 1n the Clty government to
be known as the Community and Economic
Development Department. Within the

ment Department shall be the Housing
Offlce, Community and Neighborhood
Services Office, Economic and
Redevelopment Office, Plannlng Depart-
ment, and Building Department.

SECTION 3. Any provision of the Santa Monica Municipal
Code or appendices thereto inconsistent with the provislons
of this ordinance, to the extent of such inconslstencles and
no further, is hereby repealed or modlfled to that extent
necessary to affect the provisions of this ordinance.
SECTION 4. If any section, subsection, sentence,
clause, or phrase of this ordinance is for any reason held to
be invalid or unconstitutional by a declslon of any court of
competent jurlsdlctl.On, such declslon shall not affect the
validity of the remaining portlons of the ordinance. The
City Councll hereby declares that it would have passed this

SUBJECT: Report and Recommendation for Reorganizat1on Plan
Introduction
This report presents a recommended realIgnment of positions
within the CIty Administration and analyzes the cost implications
to the City. This organ1zational plan eliminates unnecessary
positions, locates the responsibIlity for economic development
and provides enhanced resources for management improvement.
Given the City's fiscal challenges, it is crit1cal that
organizational resources be devoted to increased productivity,
efficiency. and to the search for additional revenue sources.
This organizational plan also builds upon the exist1ng strengths
of senior managers. These posit1on alignments can occur without
cost implications.
Background
The City Manager proposed and was subsequently directed by
Council (December 8 , 1981) to make a study with recommendations
concerning economic development. In the process of researchIng
organizat1onal components of City economic development efforts,
it became apparent that the study should address the
organizational structure as a whole. A comprehensive analysis of
functions and related structure would assess our ability as staff

to respond to management and Council directives as well as
economic development issues.
Therefore, the analysis and recommendations presented in this
report result from an overall study of departments and their
function, structure and responsiveness to management and Council.
Specifically, recommendations are made to reorganize the City
Manager's Office and Department of Community and Environmental
Services.
The resultlng organization is better suited to implement
Councll's program goals. The reorganization will allow better
flow of communication and will provide clear reporting
relationships and lines of authority. Staff efforts wll1 be more
responsive to the demands and pressures placed upon it by the
Councll and community.
All the proposed changes can be made at no expense to the City
and will become effective upon adoption.
Synopsis and Rationale of Reorganization
Two departments will be prlmarlly affected by this
reorganlzation. The City Manager will add the position of Deputy
City Manager for Management Services. The primary
responslbility of the Deputy Manager will be to design and lead
the analysis of crosscutting issues concerned with program
prlorities and their anclllary cost implications. To provide the
analytic support for these interdisclpllnary decisions posed by

the necessity to establish budget prior1ties, and support staff
will:
l. Perform cost benefl.t analysis stud1es.
2 . Establish relevant opportunity costs.
3. Develop concrete measures of departmental productivity and
efficiency.
4. Monitor departmental activity to achl.eve productivity goals.
5. Develop intradepartmental management reporting systems.
6. Develop City-wide management reporting systems.
In short, the Deputy C1ty Manager for Management Services will
have the primary responsibility to assist in developing and
operating an integrated operations management system. This
system will support the efforts of the City Nanager. the
Assistant City Manager, the Director of Personnel and the
Director of Finance, to lmplement improved fl.scal, personnel,
operational, and control systems. In addition, this staff will
coordinate the common efforts of the Departments of Personnel,
Purchasing and Finance to support key management objectives.
The Department of Community and Environmental Services will be
named Department of Community and Economic Development. The
functional areas within this department will be Planning and
Zoning, Building and Safety, Housing, Economic and Redevelopment,
and Commun1ty and t\eighborhood Services. This represents a

consolidation of several allocated staff positions as well as a
combin1ng of certa1n functions.
Other changes include deleting the positions of Housing Director,
Entertainment Fac11ities D1rector and Redevelopment Director, and
shifting several staff assistant positions among departments.
All existing personnel affected by the reorganization are fully
informed.
City Ma n ag e r ' s Office
The organization and staffing level of the reorganized City
Manager1s Office appears in Chart 3. The Assistant City Manager
will continue to review and direct departmental operations as
adjunct to the City Manager.
The newly created position of Deputy City Manager for t-fanagemen t
Services will provide staff support for the activities noted
above. Two Management Analysts will assist the Deputy City
Manager in the conduct of these activities. These pos1tions will
be reclassif1ed existing job t1tles of Loss Prevention Hanager
and Work Systems Analyst. One add1tional clerical position is
included for this divis1on.
The Municipal Enterprise Research Division is relabled Enterprise
and Program Development. As proposed by the preV10us City
::1anager, the primary mission of this department would be to
maximize revenues from existing or proposed enterprises.

about the permanent need for this division. It is anticipated
that the primary responsibility of analyzing the efficiency and
revenue generating capacity of existing enterprises will be the
responsibility of the analyt1c staff under the Deputy City
Manager for Management Services. In addition, the primary
responsibility for economic development will be placed upon the
D1rector of Community and Economic Development. Consequently,
wh1le the position of Director is ma1ntained, the Administration
has no current intention to appoint a permanent Director. Also,
the position specification will be broadened to include other
program development activities which may be of high prior1ty to
the Council and community. The City Manager anticipates making a
temporary appointment on an "as-needed" basis to this position 1U
the near future and will reV1ew the status of this pos1t1on after
a six month trial. The budget established an existing position
of Departmental Administrative Analyst. The existing position of
Departmental Administrative Analyst will be retitled Pier and
Farmers Market Manager and transferred out of this Division.
This title change accurately reflects the current duties of the
incumbent.
Department of Community and Economic Development
The Department of Community and Economic Development (previously
named Community and Environmental Services) includes Planning and
Zon1ng, Building and Safety, Hous1ng, Economic and Redevelopment,
and Community and Neighborhood Services. The Planning and Zoning

and Build~ng and Safety areas will continue at present staffing
level s.
The Housing Office w1ll consist of one position to be called
Housing Officer. Th1s person will continue to admin1ster the
C~ty's housing program. It will be an upgrade of the existing
Hous1ng Coordinator to reflect increased responsibility. The
Hous1ng Director posit~on will be e11minated.
The position of Redevelopment Director will be deleted. A
position of Economic and Redevelopment Manager will be created to
support the Director of Community and Economic Development who
will play the lead role in economic development activities. The
Director will be the primary member of staff responsible, under
the direction of the City ~anager, for the negotiation with
private developers. On large or particularly complicated
projects, it is anticipated that the Assistant C1ty ~anager will
play the lead role. The Economic and Redevelopment )tanager will
prepare the necessary analysis of the economic consequences of
the proposed deal to the City and developer. These economic
analyses will provide the basis for negotiations which promote
the City's interests.
An eX1sting position of Departmental Adm1nistrative Analyst w111
be upgraded to coordinate the Office of Community and
Xeighborhood Services. Th1s person will oversee the Grants
Liaison and implement an integrated Community Development Block
Grant and general revenue sharing program. This organizational
change will not affect the current program emphasis but will

provide better management coordination and an integrated outreach
program to community groups with interests in both program areas.
This reorganIzation wIll also provide clear reporting
relationships and establish better coordination.
This reorganIzation also locates the Office of the Disabled in
Community and Neighborhood Services. Responding to the need of
the disabled neccessitates involvement in physIcal and human
services planning and development activities under the purview of
this unit and other City unIts. The OffIce of the Disabled will
report to the Coordinator and act as advocate for the needs of
the disabled. Staff will be guaranteed access to key personnel
including the City Nanager, on critical issues. Pending
resolution of this reorganization, the City Administration will
move expeditiously to fill this posItion.
Other Changes
The position of Entertainment Facilities Director will be
eliminated. It is fel t that the primary entertainment facility
IS the CIvic Auditorium WhICh currently has a departmental
director. The Administration feels further organizational
changes in this area should be held in abeyance pending a more
thorough examination of the functIon and potential of the CIvic
Center and its adjacent parking lots. In addition, a Pier
Coordinator mentioned above, will provide the necessary liaison
between the City and merchants on the Pier while supporting the
activities of the Pier Task Force.

It is proposed that the Fair Houslng Coordlnator position be
deleted from the Housing Department and tha t an additlonal
Consumer Affairs Speclalist position be added in the City
Attorney's Office. The Consumer Affairs Specialist would be
responsible for public educatlon and information activities~
volunteer recruitment and training~ mediation, and litigation
and/or case referral to other enforcement agencies. The Consumer
Affairs Specialist would a1 so he responsible for other consumer
activities in the City Attorney's Office. The addition of this
position~ working in conjunction with the eXlsting Consumer
Affairs Specialist and attorneys in the City Attorney's Office,
will increase the effectiveness of the Clty'S fair housing
program. (The City Attorney's Office currently has procedures
for receiving tenant complaints and office conference and
mediation programs to resolve disputes.)
In contrast~ the primary activities of the Housing Department are
oriented to the development of housing opportunlty and do not
share either the organizational or legal attributes of a fair
housing program. As in previous years, the funding level of
S50,000 will be transferred to the Clty Attorney's Office.

Cost Implications
The attached Chart I analyzes the salary impl1cations of this
reorganization. Full implementation of this staffing plan will
result in virtually no changes to salary costs. The net
reduction is $3,736. In short~ dollars have been reallocated
away from a variety of posit10ns throughout the organization and
allocated to increased support from Nanagement improvement, and
upgrading of exist1ng positions to reflect increased
responsibilities resulting from this organizational table.
Staff anticipates a careful process for selection of the Deputy
City Manager for Hanagement Services. Given the scarcity of
qualified individuals and a difficult recruiting env1ronment, it
1S recommended that staff contract with a profess1.onal recruiting
firm to assist the City Manager in selecting a cand1date. This
will expedite the process and assist in identifying an
outstanding applicant. Contract award will be less than SlO~OOO.
Contract funds ex i s t 1.n the Municipal Enterprise Research
Division for this award.
Recommendation
It is recommended that the City Council authorize the C1.ty
Manager to implement the attached reorganization, direct the City
Attorney to prepare necessary changes to the City's Municipal
Code, and d1.rect the City Manager to prepare necessary changes to
the City's budget to implement th1S table of organization.

SECTION 1. The Santa MOn1ca Municipal Code ~s hereby
amended to add Sect10ns 2222 to 2235 to read as follows:
Section 2222. Personnel Depart-
ment. Pursuant to Sect10n 702 of the
City Charter, there is hereby created

Department shall be the Director of
Housing who shall be appointed by the
City Manager. The Director of Housing
shall coordinate and supervise all
activities of the Housing Department.
Section 2230. Community and
Neighborhood Services Department.
Pursuant to Section 702 of the City
Charter, there is hereby created a
department in C1ty government to be
known as the Community and Neighborhood
Serv~ces Department. The Community

shall develop, implement, and supervise
programs to provide social and neighbor-
hood services within the Clty, lnclud-
ing procurement and administration of
grants, and shall work ~n cooperatIon
wlth community-based groups seeking
to provide such services.
Section 2231. Department Head
and Dutles. The Director of the
Communlty and Environmental Services
Department shall be the head of the
Community and Neighborhood Services
Department and shall coordinate and
supervise all act~vities of the
Communlty and Neighborhood Services
Department.
Section 2232. Redevelopment
Department. Pursuant to Section 702
of the Clty Charter, there 1S hereby
created a department in the CIty
government to be known as the
Redevelopment Department. The Re-
development Department shall administer
and supervise the actlvities of the

Redevelopment Agency of the City.
Section 2233. Department Head
and Dut~es. The head of the Redevelop-
ment Department shall be the Director
of Redevelopment who shall be appointed
by the City Manager. The Director of
Redevelopment shall coord~nate and
supervise all activities of the Re-
development Department.
Section 2234. Finance Depart-
ment. Pursuant to Section 702 of the
City Charter, there is hereby
created a department in the City
government to be known as the Finance
Department. Within the Finance
Department shall be the City Control-
ler and City Treasurer.
Section 2235. Departme,nt Head
and Duties. The head of the Finance
Department shall be the Director of
Finance who shall be appointed by the
City Manager. The Director of Finance,
who shall also be the City Controller,
shall coordinate and supervise all
activities of the Finance Department.

SECTION 2. Any provision of the Santa Monlca Municipal
Code or appendlces thereto inconsistent wlth the provisions
of this ordlnance, to the extent of such inconsistencies and
no further, is hereby repealed or modlfled to that extent
necessary to affect the provisions of this oralnance.
SECT ION 3. If any section, subsection, sentence,
clause, or phrase of thlS ordlnance is for any reason held to
be lnvalid or unconstitutlonal by a declsion of any court of
competent Jurisdiction, such decision shall not affect the
valldlty of the remaining portions of the ordinance. The
City Council hereby declares that lt would have passed this
ordinance and each and every section, subsection, sentence,
clause, or phrase not declared invalid or unconstitutlonal
without regard to whether any portion of the ordinance would
be subsequently declared lnvalid or unconstitutional.
SECTION 4. The Mayor shall sign and the City Clerk
shall attest to the passage of this ordinance. The Clty
Clerk shall cause the same to be published once in the
offlcial newspaper within 15 days after its adoptlon. The
ordinance shall become effective 30 days from lts adoption.

At its meeting on June 30, 1981, the city Council
directed the City Attorney to prepare an ordinance lmplement-
ing the administratlve reorganization reflected in the
adopt~on of the 1981-82 Budget. The accompanying ordinance
contains the new departments authorized ln the Budget. In
addit~on, because the Finance Department was never created by
ordinance, the ordinance also formally creates the F~nance
Department. L~kewise, because Administrative Services and
EnVlronmental Services were never created by ordinance, no
actlon is necessary to dissolve these departments.

Section 2228. Housing Depart-
ment. Pursuant to Section 702 of the
City Charter, there is hereby created
a department 1n City government to
be known as the Housing Department.
The Housing Department shall develop,
implement, and supervise programs to
provide and improve housing for all
economic segments of the community,
including programs intended to elimi-
nate dlscriminat10n in housing.
Section 2229. Department Head
and Duties. The head of the Housing
Department shall be the Director of
Housing who shall be appointed by the
City Manager. The Director of Housing
shall coordinate and supervise all
actlvities of the Housing Department.
Section 2230. Community and
Neighborhood Services Department.
Pursuant to Section 702 of the C1ty
Charter, there 1S hereby created a
department in Clty government to be
known as the Community and Neighborhood
Services Department. The Community

and Neighborhood Services Department
shall develop, lmplement, and supervise
programs to provide social and neighbor-
hood services within the City, lnclud-
ing procurement and administration of
grants, and shall work in cooperation
with community-based groups seeking
to provide such serv~ces.
~Section 2231. Department Head
and Dutles. The head of the Community
and Neighborhood Services Department
shall be the Director of Community
and Neighborhood Services who shall
be appointed by the City Manager.
The Director of Community and Neighbor-
hood Services shall coordinate and
supervise all activities of the Community
and Neighborhood Services Department.
Section 2232. Redevelopment
Department. Pursuant to Sectlon 702
of the City Charter, there is hereby
created a department in the City
government to be known as the
Redevelopment Department. The Re-
development Department shall administer
and supervise the activities of the

Redevelopment Agency of the City.
Section 2233. Department Head
and Duties. The head of the Redevelop-
ment Department shall be the Director
of Redevelopment who shall be appointed
by the City Manager. The Director of
Redevelopment shall coord~nate and
supervise all activities of the Re-
development Department.
Sect~on 2234. Finance Depart-
ment. Pursuant to Section 702 of the
City Charter, there is hereby
created a department in the C~ty
government to be known as the Finance
Department. Within the F1nance
Department shall be the City Control-
ler and City Treasurer.
Section 2235. Department Head
and Duties. The head of the Flnance
Department shall be the Director of
Finance who shall be appointed by the
City Manager. The Director of Finance,
who shall also be the City Controller,
shall coordinate and superv1se all
activities of the Finance Department.

SECTION 2. Any provis~on of the Santa Monlca Munic~pal
Code or appendices thereto inconsistent with the provis~ons
of this ord~nance, to the extent of such inconslstencies and
no further, are hereby repealed or modifled to that extent
necessary to affect the provisions of this ordinance.
SECTION 3. rf any section, subsection, sentence,
clause, or phrase of this ordinance is for any reason held to
be ~nvalid or unconstitutional by a decision of any court of
competent jurisdiction, such decision shall not affect the
validity of the remalnlng portions of the ordinance. The
City Council hereby declares that it would have passed this
ord~nance and each and every sect~on, subsection, sentence,
clause, or phrase not declare inval~d or unconstitutional
without regard to whether any portion of the ordinance would
be subsequently declared Invalid or unconstItutional.
SECTION 4. The Mayor shall sign and the C~ty Clerk
shall attest to the passage of this ordinance. The City
Clerk shall cause the same to be published once in the
offIcial newspaper within 15 days after ~ts adoption. The
ordInance shall become effective 30 days from its adoption.
