Extension of Prom~ssory Note Term
for John H. Alschuler, Jr.
Introductlon
ThlS report transmlts a request of the former C~ty Manager, John
H. Alschuler, Jr. for a one-year extension of the promissory note
relatlng to purchase of his house in Santa Mon~ca.
Background
On May 24, 1982 a prom~ssory note in the amount of $220,000 was
executed between the City and the then City Manager to enable
purchase of a res~dence ~n the Clty.
The note called for
~nterest only payments and varlable interest rate WhlCh was
def1ned 1n the following way:
II. . . the average rate of l.nterest earned by the City on l.ts
investments (excludlng th~s Promissory Note) durlng the next
precedlng Slx-month perlod calculated by dlvidlng the total
amount of lnterest earned by the Clty on such lnvestments
durl.ng such slx-month perlod by the average outstanding
balance of the Clty's lnvestments during such Slx-month
period.
The Variable Interest Rate shall be calculated by
the Clty'S Flnance Director on January 1st and July 1st of
each year.

Var1able Interest Rate for the succeed1ng slx-month perlod by
January 10th and July 10th of each calendar year.
"No 1ncrease In the rate of 1nterest shall exceed one-fourth
of one percent In any slx-month per10d and the rate of
lnterest payable shall not lncrease to a rate whlch 1S more
than 2.5 percentage pOlnts greater than the rate of lnterest
payable durl.ng the slx-month perlod conunencl.ng July 1, 1982."
Unless other arrangements are made, the note becomes due and
payable on or before eighteen months after the date of
terml.nation of the former C1ty Manager's employment wl.th the Cl.ty
wh1.ch 1.S February 28, 1986.
Mr. Alschuler has requested a one-year extension of the note due
to current market cond1.tions 1.n Santa Monlca wh1.ch might affect
the sale pr1.ce of the unit.
Budget/F1scal Im?act
Staff would recommend such an extenSl.on provided that the note
were rev1sed to reflect the actual rate of return rece1.ved by the
City 1.n the preced1.ng SlX month period rather than llmited by the
growth and 11mit caps outl1.ned above. In th1.s way, there 1S no
cost to the C1.ty of contlnU1.ng the agreement.
An example of the 1.mpact of such a change follows:
Under the current note terms, the lnterest charged for the
per1.od from JUly-December 1985 1.S 9.718%. However, the
average lnterest earnl.ngs by the C1 ty called for by the
formula 1.n the note for the per1.od was 10.4%.

Recommendatlon
It 15 recommended that the City Attorney be d1rected to prepare
appropr1ate reV1510ns to the promissory note wlth John H.
Alschuler, Jr. call1ng for a one-year extenslon and removal of
growth caps and llmlts.

Recommended Goals and ObJectIves for CIty Manager
January 1, 1982 to June 30, 1982
Introductlon
ThIS report presents the obJectIves of the CIty Manager for the perlod
of January 1st through June 30th, 1982. Annual ObJectIves WIll be
submItted wIth the CIty'S BaSIC management plan, the 1982-183 Budget.
When fInalIzed, these InterIm obJectIves should prOVIde a clear
understandIng between the CounCIl and the Manager of prlorlty
actIVItIes for the Manager's OffIce. ThIS submISSIon represents the
profeSSIonal Judgment of the Manager. CounCIl should make those
changes necessary to assure that the attentIon of your ChIef ExecutIve
IS dIrected to areas of greatest concern to the Santa MonIca communIty
and Its elected representatIves.
These suggested obJectIves represent an ambItIOUS short-term work plan.
The two gUIdIng prInCIples are:
1. to contInue the process of developIng the organIzatIonal
capaCIty necessary to meet CounCIl prIorItIes and CommunIty
needsi and
2. to prOVIde dIrectIon for the development of programs In two
areas of SIgnIfIcant concern to the CounCIl and communIty:
publIC safety, and development.

ObJectIves
1. Improve management Information systems, accountabilIty and
performance:
a) ProvIde for the CouncIl by February 15th an analysIs of the
fIrst half of the 1981-'82 fIscal year.
b) ProVIde by February 15th a five year hIstorical analYSIS of
spendIng patterns and revenue of the CIty of Santa MonIca and
a three year proJection of future spending trends, IncludIng
an IdentIfIcation of signIficant POlICY Issues.
c) Incorporate Into the 1982-183 bUdget submIsSIon, the
InItiatIon of a management Improvement program desIgned to
Increase the efficiency of personnel, fIscal, purchaSIng and
other management Information systems. The 1982-183 budget
format will enable Increased use of the budget document to
Improve performance management and profeSSIonal
accountabIlIty.
d) Prepare and submit to CounCIl by March 1st a reVIsed table of
organizatIon for the C~ty of Santa Monica WhiCh prOVides for
~ncreased attentIon to management accountabIlIty, clarIfIes
economiC development responSIbIlitIes and IS responSive to the
primary POlICY concerns of the CounCIl.

2. Personnel RecruItment:
The CIty Manager shall direct the recruitment and select key
IndlvIduals to take leadership roles In primary areas of staff
actlvlty. Personnel ~ecrultment should proceed expedltIously
wIthout JeopardIzIng the qualIty of applicants or the openness and
faIrness of the recrUItment process. prIorIty shall be placed on
developing a staff wIth strong profeSSIonal credentIals and
divergent experiences IncludIng work for munICIpal government,
communIty groups and national and state organlzatlon. New staff
should contInue the CIty's tradItIon of high moral and ethical
standards. AffIrmatIve Action shall be a maJor conSIderatIon.
The tIme table for personnel recruitment shall be:
a) By February 1st the Manager shall recruit a Personal
DIrector and a CommunIty LIaIson.
b) By AprIl 1st the CIty Manager shall recrUit a DIrector of
HousIng, a DIrector of EnVIronmental and Community
SerVlces and a PublIC InformatIon Officer.
c) By May 1st the CIty Manager shall recrUIt a DIrector of
MunICipal EnterprIse Research, a Director of
EntertaInment and a DIrector of Redevelopment (or,
pOSItions comparable to those three).
3. Public Safety:
In conJunction With the Police ChIef, the City Manager Will review
the report of the Crime Prevention Task force responsive to
propOSitIon A as approved by the voters. The CIty Manager WIll

assIst In the preparatIon and ImplementatIon of the ordInance
requIred by proposItIon A wIth partIcular concern for:
a) ProvIdIng an approprIate number of offIcers to meet the
staffIng needs of the Santa MonIca POlIce Department.
b) IdentIfYIng and provIdIng the necessary technIcal support
and facIlItIes for the operatIon ot the Santa MonIca
PolIce Department.
c) ProvIdIng for the development of a strong and vIbrant
network of communIty organIzatIons WhIch shall work
cooperatIvely wIth the Santa MonIca PolIce Department to
reduce the fear of and the level of crIme In the Santa
MonIca communIty.
d) To prOVIde an approprIate plan for fInanCIng of the
deSIred IncreaSIng resources for pUblIC safety.
4. Growth and Development:
The CIty of Snata MonIca has recently adopted resolutIons and
ordInances WhICh prOVIde for sustaIned and orderly growth of the
Santa MonIca CommunIty. To support these obJectIves, the CIty
Manager shall:
a) Take the leadershIp In brIngIng to the CounCIl those
development agreements approprIate under CounCIl POlICY.
b) GUIde the development of the necessary ordInances to
Implement CounCIl policy dIrectIon.
c) Work WIth the PlannIng Department In the reVIew and
proceSSIng of development applIcatIons under the InterIm
permIt procedure.

d) Represent the Clty and lts attrlbutes to representatlves
of buslness interests who seek to develOp ln a manner
compatlble wlth the establlshed obJectlves of the Clty of
Santa Monlca
5. Communlty Contact:
The Manager shall regularly meet wlth representatlves of the
bUSlness communlty, C1V1C and nelghborhood organizations, and
other groups and lndlviduals representative of the City of Santa
Monlca ln order to famlllarlze the Manager wlth the communlty and
tamlIlarize the communlty wlth the actlvltles of the
Admlnlstratlon of the Clty of Santa Monlca.
6. Relations wlth Councll and Senlor Staff:
The City Manager shall seek to establlsh a sound worklng
partnershlp wlth all Members of Councll and senlor staff through
regular meetings, brleflngs, and exchanges of written materlal.
