Subject: Award of Contract for Finishing and Installing of a New
Sound (Audio) System in the Council Chambers.
INTRODUCTION
This report requests that City Council award a contract for
furnishing and installing a new sound (audio) system consisting
of microphones, speakers and controls in the Council Chambers to
Hannon Engineering, Incorporated, the only responsible bidder, in
the amount of $24,420.00.
BACKGROUND
The City Council approved funds in the FY 1989-90 Budget to
replace the sound system in the Council Chamber.
The existing
sound system has deteriorated due to age. Replacement of this
system will vastly improve and enhance the sound quality. Plans
and specifications were prepared by the City Engineer'S staff.
A Notice Inviting Bids was published on April 11 and 12, 1990, in
the Evening Outlook and in 4 construction journals.
Bidding
documents
were
sent
to
four
minority/women
contracting
associations.
Bid documents were requested by ten contractors
and one bid was received. The bid was opened and read publicly
by the Deputy City Clerk on May I, 1990. The bid received is as
follows:

City Engineer's Estimate ............. $25,000.00
The other bidding contractors were contacted and indicated that
their workload did not allow them to submit a bid on this
project.
The City Engineer's staff checked the reference submitted by
Hannon Engineering, Incorporated. All references contacted were
satisfied with the quality of work performed and highly
recommended Hannon Engineering, Incorporated for this type of
project.

RECOMMENDATIONS
It is recommended that the City Council:
1. Award a contract for furnishing and installing a new sound
(audio) system in the Council Chambers to the only
responsible bidder, Hannon Engineering, Incorporated, in the
amount of $24,420.00; and
2. Authorize the City Engineer to issue change orders necessary
to complete the additional work to the extent of funds
