ThlS report tlansmlts a resolutIon adoptIng a POlICY
regarding relnbursement for travel expehses lncurred by 5 '-
Councllmembers. ThIS matter was conwidered by th8 CounCll
MAR 2 5 1980
as Agenda SA at the January 22, 1980, meetIng.
BACKGROUND
On January 22, 1980, the Councll aQopted a polJcy
regardlng travel expenses of CouncilMemaers and dlrected
the Clty Attorney to prepare an approprlate resolution.
ThIS pollcy clarlfles Sectlon 602 of the City Charter,
WhICh provldes that Councllmembers "shall recelve relnburse-
ment for necessary travel and other expenses when on official
duty out of the Clt} on order of the City Council".
The POllCY aGopted by the Councll has flve pOlnts.
1. Councllmernbers are authorized to attenG meetIngs 5L
sponso~ed by organizatlons in WhlCh the Clty holds membershl~AR 2 S 1980
such as the Natlonal League of Cltles and SCAG.
2. Councllmembers are authorIzed to draw funds In /3(;
advance of travel to pay for reasonable and necessary MAN 1 1 1980
expenses includlng lodglng and meals, and mllst account for
these expenses upon return.

3. Councllmembers who do not draw advance funds
shall be reimbursed.
4. Counc llm€~mber s shall be Ilmlted by the amount
of funds in their "trips and meetings" account.
Councllmembers may transfer funds from thelr own account
to that of another councilmember.
5. A separate fUlld is to be created for tra\el by
councilmemlers for educat~onal purposes -- that lS, confErences,
meetings, and the like at which Councilmembers can increase
thelr knowledge regarding lssues of lnterest to the Clty.
Educational travel is d~scretlonary wlth lndlv~dual council
members; councjlmembers shall report back to the Council
on thelr trips aLd account for expenses.
ALTERt"'iATIVES
The Councll may adopt, modlfy, or reJect the attached
resolutlon.
RECO~lMENDATION
It is respectfully recommended that the Council
adopt the attached resolution.

in advance of travel to pay for all reasonable and necessary

of receipts, paid bllls, etc. Ex?enses of less than $10.00 each
need not be recelpted if they are itemized. Advanced funds not

SECI'ION 3. Councllnenbers who do not draw advance funds
shall be rel~bursed for all reasonable and necessary expenses upon
presentation of recelpts, paid bills, etc. Expense iteMs of less
than $10.00 need not have a suP?orting receipt lf they are itemlzed.

SECTION 4:. Each Councilmember shall be limited by the

CouncllPlember may transfer funds from his or her own account to
that of another CounclL~ember If authorlzation is made in writing
to the City ~anaqer and conies are provided to the Council.
SECT IOi-1 6. The Clty Clerk shall certify to the adoption
of thls resolution, and thenceforth and thereafter the same
shall be in fu 11 force and effect.
