SUBJECT: Resolutions Setting Various Fees in the Office of the
City Clerk
Introduction
Attached for City Council consideration are two Resolutions. One
revises the fee schedule for the Office of the City Clerk. The
Attachment to this Resolution sets forth the revised fee schedule.
The other establishes filing fees for the Notice of Revocation and
the amendment to an Affidavit of Domestic Partnership.
On June 28, 1994, the City Council adopted resolutions setting tPte
user fee amounts for various departments zn the Crty The Office of
the City Clerk was not included in the review and approval process,
and is requesting to update fees at this time.
At its meeting of October 17, 1995, Counc~.1 adopted Ordinance Number
1821{CCS) This Ordinance established a Domestic Partnership
Registry. Filing fees were to be established by resolution. The

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
ESTABLISHING FILING FEES FOR A NOTICE OF REVOCATION
OF DOMESTIC PARTNERSHIP AND AN AMENDMENT TO AN
AFFIDAVIT OF DOMESTIC PARTNERSHIP
WHEREAS, Municipal Code Section 4.40.040(e) allows for the
establishment of filing fees for the f fling of a Notice of
Revocation of Domestic Partnership and an amendment to an Affidavit
of Domestic Partnership; and
WHEREAS, the fees established by this Resolution are no more
than necessary to recover the casts of the service provided,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOW5:
SECTION 1. A filing fee of Seven Dollars ($7.00) for the
filing of a Notice of Revv~ation of Domestic Partnership is hereby
established.
SECTION 2. A filing fee of Seven Dollars ($7.00) for the
filing of an amendment to an Affidavit of Domestic Partnership is
hereby established.
SECTION 3. The City Clerk shall certify to the adoption of
this Resolution, and thenceforth the same shall be in full force
and effect.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA REVISING CURRENT
FEES AND SETTING NEW FEES FOR SERVICES
PROVIDED BY THE OFFICE OF THE CITY CLERK
WHEREAS, the Office of the City Clerk recently
completed an analysa.s of all user fees charged by the department
far the purposes of updating fee amounts and thereby preserving
the public financing resources; and
WHEREAS, it was determined that in many cases, the
fees charged by the City do not reflect fu11 costs incurred in
the provision of related services; and
WHEREAS, it is the policy of the City of Santa Monica
to charge for the full costs of these services provided by City
staff when such services benefit individual users rather than
members of the community as a whole.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS.
SECTION 1. Resolution Number 4889{CCS) is hereby
rescinded in zts entirety.
SECTION 2. All fees of the Office of the City Clerk
are detailed in Attachment A to this resolution.

SECTION 3. Upon adoption of this resoltztzon, the
fees set forth ~n this resolution shall be in effect.
SECTION 4. The City Clerk shall certify to the
adoption of this resolution, and thenceforth and thereafter the
same shall be in full force and effect.

filing fees for the Notice of Revoeat~.on of Domestic Partnership and
for the amendment to an Affidavit of Domestic Partnership
The fees established by the attached Resolutions are no more than
necessary to recover the costs of the services provided
BUDGET/FINAIITCIAL IMPACT
City Clerk counter fee payments will be recorded at revenue accounts
01-120-211-00000-0021-10000, 01-120-211-00000-0508-10000 and 01-120-
211-00000-0555-10000 It is not passible to reasonably estimate at
this time the amount of fee payments to be made for the remainder of
the fiscal year However, based on actual experience through the
remainder of this fiscal year, an estimate of the amount of fees to
be paid during FY 1995/97 will be included in the City`s FY 1995/97
budget.
RECOMMENDATION
It is respectfully recommended that the City Council adapt the two
accompanying resolutions setting various fees, including filing fees
for the Notice of Revocation of Domestic Partnership and the
amendment to an Affidavit of Domestic Partnership, in the Office of
the City Clerk.
