SUBJECT: Loan to Santa Monlca Police Officers' Association to
ASS1St In ?urnishlng and Equlpping Space In Proposed
Public Safety BUlldlng
Introductlon
The Santa Monlca Police Officers' Assoc:..ation currently has
dedlcated space in the Pollce faClllty for lounge, exerClse, office
and sleeplng uses by lts members. When the space was constructed
In the late 1970's, the Clty assisted the POA In lnltlally
furnlshing and equipplng the space by providlng a $45,000 non-
lnterest bearlng loan which has Slnce been repaid by the
Assoclation.
The City has proposed that slffillar space be made available In the
deslgn for the new publlc safety bUllding The Association has
requested a simllar loan agreement be drafted In the amount of
$50,000.

If the Clty Councll concurs wlth the request of the Assoclatlon,
the agreement would specify timing of loan implementation to be
llnked to actual approval and constructlon of the bUlldlng and
provlde a descrlptlon of allowable furnlshlngs and equipment to be
flnanced wlth loan proceeds. Repayment of the funds would occur In
five equal annual lDcrements after completioL of the building. The
agreement would also serve as a license agreement to enable use of
the facillty by the POA within certaln POllCY gUldelines such as
use by non-sworn Pollce Depart.ment employees; non-lnterference wlth
Pollce Department bUlldlng operations; and dellneatlon of llabllity
responslbllities.
Recommendatlon
It is recommended that the Clty Council authorlze the City Manager
to negotiate and execute a $50,000 loan and license agreement with
the Santa Monlca Pollce Officers' Assoclatlon regardlng Assoclation
space in the proposed publlC safety facility.
