SUBJECT: Recommendation to Award Bid to Furnish and Dellver One
(1) New 1996, Four-Door, 4x4 Truck, Bld #2554
Introductlon
This report concerns award of bid to furnish and deliver one (1 )
new 1996, four-door, 4x4 truck for the Office of Administrative
Services, Police Department, in the total amount of $28,523.88,
includlng appllcable sales tax.
Backqround
In response to published Notices Inviting Bids (published November
23 and 24, 1995) to furn~sh and del~ver one (1 ) new 1996, four-
door, 4x4 truck ln accordance with City specifications, bids were
received and publ~cly opened and read on December 7, 1995.
Proposal forms were mailed to seventeen (17) vendors and notices
were advertised in accordance with City Charter and Municipal Code
provisions. Five (5 ) proposals were received as follows:

Folsom Lake Ford $26,112 50
Santa Monica Ford $28,523.88
Fuller Ford $28,737.13
Downey Auto Center $29,086.11
Don Kott Ford (WMBE) $29,228.20
The C~ty's reduced emissions fuel pol~cy ~nd~cates that this
vehicle should be purchased as a CNG-powered vehicle. There ~s no
California Air Resources Board (CARB) approved converSlon k~t
available for thls vehicle at this time and there ~s no estimate of
when a CARB approved conversion kit wlll be avallable Therefore,
It is recommended that thls vehicle be purchased as gasol~ne-
powered.
Th~s veh~cle will be replacing a 1988, 4x4 truck w~ th excessive
mileage wh~ch ~s no longer cost effective to repair.
The b~d subm~tted by Folsom Lake Ford did not meet City
specifications. Thls veh~cle will be used by Beach Patrol
personnel and requires a winch system for pulling vehicles or boats
out of the sand and water The winch system is an essential part
of this vehicle's operat~on. Folsom Lake Ford's b~d d~d not
~nclude the winch system.
Staff has evaluated the bld submitted by Santa Mon~ca Ford and
finds that it meets Clty speclflcatlons

Recommendation
It 1S recommended that the b1d subm1tted by Folsom Lake Ford be
reJected and the award of B1d #2554 be made to Santa Monica Ford in
the total amount of $28,523.88, 1ncluding applicable tax, as the
most responsible bidder.
