SUBJECT Recommendation to Award a Contract for Santa Monica
Mun1c1pal Alrport Miscellaneous Repa1r and Maintenance
Improvements to be funded with a Federal AVlation
Administration Grant
Introduction
This report recommends that the City Council award a contract to
make miscellaneous repalr and ma1ntenance improvements at Santa
Monica Munlclpal Alrport to Griffith Company, the lowest
responsible b1dder in the amount of $1,189,753.
Backqround
On June 28, 1994, the City Council accepted a grant from the
Federal Aviat10n Admin1stration 1n the amount of $1,604,700
to make lmprovements which wll1 enhance the Alrport's operational
maintenance. This project w11l modify the veh1cular access control
gates at alrcraft-vehlcle-pedestrian lntersectlons, and includes
alrcraft operatlonal maintenance improvements such as surface
reconstruction, new weather ind1cators, and addit10nal runway
markers.

The north and south taxiways wlll be either slurry sealed or
reconstructed, as required, to ensure a safe alrcraft taxiing
surface. The areas adjacent to the runways will be resurfaced with
asphalt. The proJect will also include the lnstallation of
markings, lighted weather indicators, runway distance markers and
dlrectional slgns in order to better define the runway and improve
operational maintenance during conditions of low vlsibility. The
taxlway lights wlll be recessed in those areas where above ground
lights are repeatedly struck by alrcraft maneuverlng on the ground.
In addition, the rotatlng beacon will be replaced with a larger,
brlghter unit The engineering and design analysis was conducted
by Hodges and Shutt, alrport consultants, who wlll also provide
constructlon inspection and management for the project.
The Alrport CommlSSlon revlewed and approved all of the projects
except the llghting and sign component at its meeting on August 21,
1995 The Commlssion requested and received more lnformatlon on
the replacement of taxlway lights and the installation of new
Slgns. Concerns were expressed by members of the publlC about the
new slgns attracting Jet aircraft to the airport. The signs, known
as the Dlstance Remalning Markers, advise pllots of the amount of
runway available for take-off and landing. The slgns are
beneficial to the maintenance of all a1.rcraft and have the
potential to reduce the reverse thrust nOlse of jets. The slgns
are standard at airports for maintenance purposes and do not
attract jet alrcraft. The lightlng project involves the

replacement of above ground taxlway lights with flush mounted
lights because the above ground lights are repeatedly struck by
alrcraft maneuvering on the taxlway. After the information was
provided to the CommlSSlon the lighting and sign project was
approved at the October 23, 1995 meeting.

Item dlstrlbuted to the Clty Council on September 12, 1995.
Conslstent with the proposed guidelines WhlCh were presented to the
City Councll at its meeting on June 13, 1995, this project does not
requlre review by the Planning Commlssion because it involves
safety enhancements and pavement maintenance.
D1SCUSSlon
A Notice Invltlng Bids was published on September 1, and 2, 1995 in
The Outlook, as well as in four construction Journals. Bldding
documents were sent to SlX woman/minority bUSlness enterprlse
associations. Bidding packages were requested by twenty one (21 )
contractors. The Clty Clerk's offlce received 3 sealed blds, which
were publlcly opened and read aloud on October 2, 1995 by the
Deputy City Clerk.
The bld results were as follows:

The lowest bidder, Griffith Company, supplied the C~ty with five
(5) references and all references reported that the contractor's
work was satisfactory. The State Contractors! Llcense Board
verif~ed that the Contractorts llcense is current, active and in
good standing. The FAA reviewed all bids and accepted the Grifflth
Company b~d as the most respons~ve bld which met the Dlsadvantaged
Business Enterprise and other FAA requirements.

Recommendation
It is recommended that the City Council:
1. Award a contract to construct miscellaneous repair and
malntenance improvements at Santa Monica Municipal Alrport
to Griffith Company, the lowest responsible bidder, in the
amount of $1,189,753.
2. Authorlze the City Englneer to issue any necessary change
orders to complete additional work in conformance with the
Administratlve Instructions on change orders.
